County debating merits of purchasing clerk's vehicle

Whether the county clerk should
receive a new car as part and parcel
of the gig proved to be the subject
of some debate at county -council
chambers May 13.
Councillors found themselves
questioning the merits of spending
$26,862 for a new 2009 Chev Im-
pala for recently hired clerk, Barb
Wilson.
Coun. Dave Johnston (Bluewa-
ter) was among the first to ask when
council gave the thumbs up to the
purchase of a new car for the coun-
ty clerk.
"I personally don't recall the clerk
being one of those senior manage-
ment team (SMT) positions," he
says. "Was the clerk included?"
Larry Adams, chief administra-
tive officer for the county, says it
was originally the intent of a con-
troversial resolution
passed last year, that
all members of the
SMT to enjoy the
benefit of a county -
purchased vehicle.

TAKE NOTICE that the Corporation of the County of Huron will hold a statutory open
house under the provisions of Sections 17 of the Planning Act, RSO 1990, as amended, to
provide members of the public an opportunity to review the materials and ask questions
about the proposed amendments to the Huron County Official Plan.

PURPOSE AND EFFECT: You are invited to attend an Open House to review the
proposed text and mapping changes to the Huron County Official Plan and to speak with
County staff, about any questions you may have regarding the proposed revisions.
The Huron County Planning and Development Department is required to undertake a
5 -year review of the County's Official Plan, a land use planning document that is a
statement of where and how development should take place. The Plan includes vision
goals and policy directions for development of the County, as established by the
community in 1998 and 1999.

During those debates, then county
warden John Bezaire (Central Hu-
ron) was also slated to receive a
vehicle but that proposal was later
removed.
"Obviously, I forgot," replied
Johnston.
While Coun. Bernie MacLellan
(Huron East) sought . further clari-
fication; the CAO noted the newly
defined clerk's position was incor-
porated into the SMT while the past
clerk's job description was not.
Coun. George Robertson (South
Huron) echoed Johnston's senti-
ments about when the clerk's job
title was added to the SMT's roster.
However, the CAO noted fur-
ther debate would have to be held
in -camera since it is considered a
personnel issue.
After a short in -camera session,
councillors returned to open ses-
sion.
Coun. Bill Dowson asked that
debate be cut short in order to deal
with the resolution at hand.
"We either purchase this car or
we don't," he says.
The COW then supported the
proposed purchase with only Coun.
Neil Rintoul expressing opposition.
Coun. Joe Seili (Huron East) was
absent for the vote.
County council must approve the
resolution at its June session before
the purchase can be made.
Coun. John Grace (Goderich)
also asked that future tenders in-
clude broader wording to enable
more dealerships to participate.
As it stood, three area dealerships
submitted tenders with acceptable
specifications.
"When it's geared this specifi-
cally, of course you're only going
to get one vehicle," says Grace.
