Mediator to assist in housing project signal -star publisher The Maple Tree Community Housing Project on Nelson Street will be the subject of another meeting with neighbours before council will approve the corporation's site plan at its next meeting May 25. Council decided to delay a decision on the site plan approval at its meeting Mon- day, opting instead to have the Maple Tree board meet again with neighbours to resolve otitstanding issues with the help of a mediator. Depu- ty -mayor John Grace moved a motion to delay the passing of the site plan, which conforms to the zon- ing process, adding that a mediator, like Scott Tousaw of the county planning de- partment, could help resolve the issues and avoid a lengthy and costly Ontario Municipal Board (OMB) hearing. "We have an opportunity to use an outside mediator or we'll see more delays." Maple Tree board members met with neighbours in the last two weeks in an at- tempt to resolve a few outstanding site plan issues, but tpld council that the group was unwilling to agree to approval of the plan. Advising council that the board of direc- tors' sole purpose was to meet the need of affordable housing for 12 needy families in the area, Tim Andrews of Salvation Army suggested the board has been overtly co- operative. "We have agreed to the reconfiguration of the parking and fencing on the west lot," he told council. "We have notified the neighbours of any site plan changes and will establish a joint committee to address any concerns. We have met with the neigh- bours and will be good stewards of public funds. "The site plan meets the requirements of the zoning bylaw and we ask for approval of the site plan today" Huron County planner Sandra Weber advised that another meeting would help resolve issues of a fence along the east side and rear of the property as well as an enclo- sure for garbage. Andrews said the board had compro- mised and agreed to terms on parking spaces, snow removal and storage and re- located the children's play area to appease concerns. He felt the new requests of the neighbours for fencing and a garbage en- closure would create a negative area for residents. "It would be socially inappropriate to put fencing around the building and create a box around the housing development," he said. "The neighbours are not willing to agree and we've been upfront. We're open to talk and we want to see this development continue." The motion to delay the site plan approv- al was supported by Coun. Ray Hurd who indicated it would be prudent to "reunite the parties to avoid a lengthy process_' Coun. Myles Murdoch suggested the "sticking point is trivial" and Coun. Heather Lyons expressed disappointment that Gary Davidson, spokesperson for the neighbour- ing residents, did not appear to speak to the issue. She believed the board was "doing its best to meet the ongoing concerns of residents" and she didn't want to be part of any delay. Council has asked the Maple Tree board to meet with area residents again and re- solve outstanding issues with help of a mediator, possibly Tousaw of the planning department and to bring back an agreement for the May 25th meeting of council. The board recently approved schematic architectural drawings for a redesigned Di- agnostic Imaging Department during their April meeting. The plans include a complex process combining the renovation of existing space in the facility with the construction of an addition to accommodate the CT Scanner. AMGH anticipates receiving the final archi- tectural drawings and cost estimates by May 29. As it stands, AMGH is hoping to hold a ground -breaking ceremony in late June, be- fore the CT Scanner becomes operational in late 2009. The Alexandra Marine and General Hospi- tal Board of Directors approved the purchase of a 128 slice CT Scanner and Fluoroscopy and general x-ray equipment from Siemens Canada at its meeting held December 2008. "We have critically reviewed a number of options to identify the one that best meets our requirements," said Rick Bedard, director of clinical support services. The hospital has been in ongoing contact with the Capital Branch of the Ministry of Health and Long -Term Care and the South West Local Health Integration Network, and anticipates receiving approval to proceed with the addition within the next few weeks. "We've satisfied the various conditions asked of us and through cooperation received from the Capital Branch and the SW LHIN, we anticipate receiving the required approval shortly;" said hospital CEO Bill Thibert. "On behalf of our board of directors, I wish to express again our appreciation to the resi- dents of the AMGH community for your sup- port of this project and to those involved in the planning and implementation work asso- ciated with bringing the CT Scanner service onboard at AMGH," Lyons added.
