As the Mid -Huron Landfill creeps
ever -closer to its 2011 closing date,
the County of Huron is studying its
options for how it handles its gar-
bage.
"We have to look at trying to
determine what the best long-term
solution for waste -management for
residents of the county," said plan-
ner Scott Tousaw.
As it stands, municipalities own
and operate their landfills, however
once those are filled, those same
municipalities are not allowed to
establish new sites.
Tousaw said it can be frustrating
in these • types of situations deter-
mining who is responsible for what,
and doubly so when the landfill is
facing a near -capacity situation like
Mid -Huron.
"There is some imminent need in
that the Mid -Huron site will close in
2011," he said. "We're working on
some interim solutions that would
be able to take effect(in 2011)."
Redirecting the trash to other mu-
nicipalities is first and foremost 'on
the list of alternatives for the coun-
ty, and for Mid -Huron that means
potentially shipping our waste to
South Huron, optimizing existing
space.
"This idea of optimizing exist-
ing landfills within the county
has been the preferred approach
for about 10 years," Tousaw
said.
However, that is only a short-
term solution. The interim agree-
ment with South Huron would only
be good until 2016 barring a change
in classification of the Exeter -area
landfill.
"A longer-term solution is re-
quired," He said. "In 2020, local
landfills begin to reach their capac-
ity. We will require some other so-
lution over the next 10-15 years"
The prospect of opening a new
landfill is an unattractive one, Tou-
saw said. Exporting waste to other
sites is the preferred . solution, as
well as finding other ways of deal-
ing with the waste itself.
"We've (planning department)
been specifically directed by coun-
ty council to look at thermal tech-
nologies," he said.
Those include incineration and
gasification of waste and the idea
of creating energy from garbage.
A pilot gasification are taking
plant has been built in Ottawa, and
Tousaw said the county will exam-
ine this and other thermal technolo-
gies to gauge the feasibility of it
here.
"We will be bringing a report on
that option," he said. "Councillors
asked us to include that option in
their studies."
The next 18 months will be cru-
cial for implementing at least a
short-term plan for waste manage-
ment. Tousaw said as information
comes in it will be made available,
and the public is welcome to join in
on the discussion.
"We are just soliciting any group
that would like to receive these
reports as they are produced," he
said. "Let department know and we
cam send out a copy."
