Carlow may see flashing light - - -- DennyScott signal -star staff • Lynn Depatie, owner and operator of Car- low Mercantile, has a great view of the inter- section of County Road 25 (Blyth Road) and County Road 1 (Lucknow Line), and she's come to one conclusion; it isn't safe. Carlow sits on top of a hill where the two high -usage roads meet, and while Blyth Road is posted 90 kilometers an hour, it does drop to 60 for the town, which is barely wider than the handful of buildings in its limits. Because of the short stretch of road, and the lack of a stop sign or traffic lights, Depatie believes many drivers don't feel it worth slowing down. With bikers, a school, and Mennonite bug- gies using the comer, it seems a logical place for drivers to slow, but they don't according to Depatie. She claims that people can often be caught ignoring the speed limit for the entire town of Carlow, let alone slowing down for its main corner. Depatie spoke to the Huron County Com- mittee of the Whole recently about the issue, and requested that a flashing light be put above the intersection; flashing yellow facing Blyth Road and flashing red facing Lucknow Line. Depatie explained that the situation has many different aspects to it, not the least of which is the carelessness of some drivers. "[The buildings] are close to the highway, and people [traveling south on Lucknow Line] can't see what's coming," Depatie explained. "People also speed a lot there... we've seen police with three cars pulled over at once. Fog can also be a problem, it makes it hard to see the intersection. " There are many near -misses that Depatie can recount, and accidents as well; trucks run- ning into the back of buses, people inching out to see around buildings, only to be hit by vehicles not adhering to the speed limit. She explained it is a huge problem for the area. According to a petition hat Depatie had in her store, at least 50 people who visited the area agreed that there needs to be some kind of awareness of the speed reduction at the in- tersection. "We had over 50 people sign the petition, but a lot of people didn't want to," she said. "They said they like going through Carlow fast, so they wouldn't want the light there." Depatie explained that she has spoken to the Coalition for Huron Injury Prevention (CHIP), and that they may be able to set up a speed area that.will display how fast drivers are going, to make them aware of .the prob- lem. The committee was divided on the issue, according to Depatie. While they didn't dis- agree with her plan of having a light installed there, they did claim, there were other areas that need it as well. Photo by Dave Sykes Resuscitating CPR The CPR station at the town's waterfront had serviced the passenger and freight needs of the Goderich-Guelph Railway line since. 1907. Used sparingly since the last freight train pulled out of the station December 16, 1988, its exterior condition has continued to deteriorate. Jansen Masonry of Seaforth have been contracted to re -point and restore about 300 metres of the original brick on the station build- ing and rebuild the archways at the station's entrances. McCabe, Clerk -Administrator Town of Goderich 64 West Street Goderich ON N7A 2K4 (519) 524-8344 PURPOSE AND EFFECT: This By-law proposes to change the zoning on two properties — Lot 417 and Part Lot 416, Registered Plan 457, in the Town of Goderich — known municipally as 23 and 29 Britannia Road East. The two properties are currently zoned as Residential Medium Density (R2), and each contains a single detached dwelling. The purpose of this rezoning is to create a new building lot fronting onto Picton Street East, which is proposed to contain a multiple attached dwelling with a total of four dwelling units. The proposed R2-12 (Residential Medium Density — Special) zoned property would permit the following: • reduced building setbacks for the front and rear yards, and a reduced lot area • a reduced number of parking spaces from the required 6 spaces to 4 spaces in the front yard • reduced privacy yard depths from the required 6 m to 4.3 m • an increase in lot coverage from 40% to 48% The proposed rezoning to Residential Medium Density — Special Zones (R2-10 and R2-11) will also recognize reduced rear yard setbacks from the required 8 m to 4.1 m and 5.9 m respectively from the existing dwellings to the proposed new rear lot line. This by-law amends Zoning By -law -38-1985 of the Town of Goderich.
