ing of the citizens was held is the
Town Hall to hear the report of En-
gineer Patterson, who recently con, -
ducted a, novel' ,of the Main Street
of Exeter. with a view to the con-
struction. of a permanent road from
the North to the South Boundary.
Reeve Beavers in introducing Mr.
Paterson, reviewed the proceediogs un
to the decision to inveetigaate the ad-
visalteity of buildme a permanent road
in town to connect with the propos-
ed provincial highway which is to be
constructed from the south to the
north boundary of Huron,
Mr. +Patterson said he had investi'ge
ated the present highway, which is of
gravel, and found jt lacked drainage,
the gravel had too large a mixture
of clay, and the cost of maintenance
is too high, and had, conte to the con-
elusion that the road was not a sat-
asfactory one,
The road to be built, must be of as
permanent a nature as possible, as
Exeter Main Street has a high traffic,
which is (Likely to increas for var-
ious treasons, which are obvious. The
motor trucks are recognized as hard
on roads, and these are daily increase-
ing in numberr as well as in weight.
He gave figures as to the length and
the varying width of the street that
would be needed, toether with curbs
and grades, etc., and gave figures of
the various kinds of roads that might
be built,
Drainage, which is uncertain owing
to not knowi.n€ the nature of the sub-
sea for two lines he estimated would
cost $1278; hill -cutting to reduce the
;rade at the river from. 43 to 32, he
considered Would cost $309; cutting
and filling $2725,
A sheet asphalt pavement complete
would cost $74,000; a combination of
asphalt $44,000;; macadam $26,510;: the
penetration macadam road $31,370; a
bituminous surface improvement road
$3332, with yearly maintenance cost
of $1,104; concrete road with local
stone $3i,033, with outside stone
$36,000.

gards the annual cost, having in mind
the annuity to be paid, the interest
on the money, and the.' yearly repairs.

on account of cost and ?milts. The

would be about $37,000, of which the
Ontario Government would pay about
$12,000; leaving about $25,000 for
Exeter to' pay,
Many c!uestions were asked the
engineer, and a number of the citi-
zens also addressed those present.
A motion was ,carried—not unani-
tnoutly —that the Council submit a

SOLDIERS RETURNED
Rifleman Frank Jones .of Brant-
ford, formerly of Exeter North, a
member of B. Oct, CantExped. Force
in Siberia, has returned to his home,
24 Walter St., Brantford, arriv ng,on
Sunday morning at 3 o'clock. He re -
porta the homeward sea voyage on
the Monteagle could ,not have 'been
more ,pleasentt. Going over however,
the boat lost its propeller and in a ter-
rible (storm of 48 hours drifted 400
mile. out of ;its course. He enjoyed
'excellent health and his relatives and
frie.nda in and around Exeter will be
pleased to hear sof his; safe return.
Gunner Francis Hill, eon of Mr.
and Mra, James Hill of town, who
in 1917 went .overseas with. the Co-
bourg Meavy` Battery, is on his way
home, and is visiting frj,ends in Tor-
onto foe a few days,. Francis• went
through the war without injury, and
is ;said to bein excellent health. We
welcome him home., His brother Nel-
son, is still in England.
Pte. John K. Goz+rtislt, son of Mr.
John Cornish of Elannville, another of
the 161st Huron boys, returned from
ovetieason Monday evening. He went
from England to France when, the Bat-
talion was broken up, and in the fight -
erg (received but one slight wound, and
from (the; he fully recovered., He. has
two brothers still in Europe, Fred in
B•elgiuni and Dila. en Siberia. His: many
friends warmly welcome hams home.

TELEPHONE RATES TO GO UP.
The Railway Commission which has
been considering the request of the
Bell Telephone Co. to allow them to
raise their rates twenty per. cent. has
;ranted them a ten per cent raise, to
go into effect at the discretion of the
Company.

Exeter, May 12, 1919
The Council stet in regular ses-
sion with all the tnernbers present.
The minutes of the meeting held
April 28th. were read and approved.
A letter was read from Mr. S. M.
Sanders re, the purchase and the
closing up of a portion of Brock St..
close by the Exeter Canning and
Preserving Co. buildings. Refer-
red to the Finance Committee to in-
vestigate and report.
The report of Mr. T. ft. Patteraon
Civil Engineer on the construction of
a pavement over Main St. was laid on.
the 'table. As per tee request of the-
citizens as given at a public meeting
held in the Town Hall, a bylaw to be
prepared and submitted to the elec-
tors was agreed to.
Per Snell and Day that the sum of
Twenty Five Thousand dollars be in-
corporated in the by-law as the sum
necessary to complete the pavement
and for a term of fifteen years. Car-
ried.
The Clerk reported as having re-
ceived a cheque for the sum of $300
.from the Ladies Patriotic League. In-
structions were given to deposit the
same in the name at the corporation
creating a perpetual fund for the pur-
pose of supplying flowers to sur-
round the soldiers monument. Per
motion of Elston and Snell. Carried.
The auditor gvae his report for the
month of April. The same was accep-

$25,000.00 to nay for the construct-
ion of a concrete pavement on Main
