VERA• CRUZ, May 5.—The out- break of another military revolt in Mexico, headed by Gen. dose Refugio Velasco, who was recently driven out of Torreon by Franci'co Villa, would. not cause any great surprise in the Federal capital, according to eonser vative observers among the refugees who arrived here yesterday. Gen. Velasco'is'said to be grievously dis- contented concerning the failure of the Government in Mexico City 13 support him properly in the defence of Torreon, andheis declared tohave e o stated that he would never again lead a column of troops against the rebels. The fall of Torreon and the subse- quent disaster to the Federal troops are Asserted by Gen. Velasco to have been entirely due to the failure of the War Department to heed his appeal,: for small arm ammunition at a tithe when he says it was perfectly feasible for it to have reached him. •.
