WHY ARE BAD ROADS.
The Apportionment of the Cost Is

Why are bad roads? Some folks
will tell you that roads are just na-
wally bad, that any road that
is not properly taken eare of will
soon become bad, and that any road
is bad unless it has been made good,
Which is about as much as to say
that the normal condition of a road
is to be bad.
To be sure a road that is not
properly looked after, or eot pro-
perly eranstrneted in the first place
is bound to soon beeome a bad
read. But Since man is ingenious
enough to build roads at all for his
own eenvenience, why does not man
build reeds that, are suitable for
his purposes'? There ie no question
at all that a good road, well taken
care of, is fee more economical and
serviceable than bad one.
Why should we expeet, the public
highways to be in bad conditions
any mere than we expect the pri-
vate driveways on an ordinary well
kept farm to bein bad condition
The difficulty in keeping publie
highways in condition is of course
the apportionment a the eost. Too
often the people who will be called
upon to pay the larger share of the
COSt, of a good road in the countrY,
know very well that they will not
receive benefit from it in proportion
to the eost. And too ortein too,
those who really stand to proa most
by the construction of a road
grudge the expenditure of a few
dollars extra in taxes.
At the Ninth Anneal Meeting of
the Onterio Good Boads Associa-
ion, held in Toronto, last March,

portion to the benefit reeeived,

the land.
Under the present system the con-
struction a a good road means in-
creased taxes on buildings and im-
provements, increasing by that a-
mount the cost of buildings and
improvements, and restricting their
production, and also increased
prices for land. Then when roads
ar4 constructed people wonder at
the increased cost of living. On
the other hand, plating the tax on
laud value etc' leaving the buildings
free, would tend to stimulate im-
provements throughout the district
affected and would to a certain ex-
tent cheek the tendency to -very
rapid increase of land values, or at
least of the prices at which land was
held.

Though it may seen peculiar to
thousands who are unfamiliar with
Southern Nigeria, it is a fact that
hero oysters actually pow on trees.
All through the Niger Delta, where
the creeks are tidal, there is a rise
and fall of from six to seven feet of
water. The suckers of the Man-
grove trees which line the banks
are covered with oyster a from the
points between high and low water,
and although they are partaken of
sparingly by the Europeans dwell-
ing in the parts, they form on
of the staple articles of native diet.
There is little to distinguish them
from the ordinary bivalve known
at home. They have not the deli-
cate flavor of a "Whitstable," how-
ever, than which they are a good
deal coarser,
