FOR THE YEAR 1906.
A By -Law for borrowing the sum of
$10,000 and to issue debentures
therefor and to authorize the levy-
ing of a special rate for the pay-
ment of the debentures h beat res and inter-
est,
est for the purpose of loaning the
said suns to The Exeter Canning
and Preserving Company, Limited,
to aid such Company in establish-
ing and operating a Canning Fac-
tory in said Village of Exeter..
WHEREAS the ratepayersof the Municipality of
S:lie Village of Reeter, at a public =theism", resolved
that the above By -Ile -should be submitted to a rote
and if carried that the said sum of :10,000 be raised
on the debentures of the said Village as hereinafter
provided andloaned to the said Company, on the
terms and conditions set forth and contained in a
preliminary agreement entered into by and between
the Municipal Council of the said Village and the
;provisional directors of the said Company.
AND WHEREAS it is desirable to issue the said
• debentures at one thne and to. make the principal of
the said debt repayable by yearly sums during the
period of fifteen years, bemgt-e currency of the said'
debentures, said yearly sums being of such respective
amounts that the aggregate amounts payable in each
year ehalI be as nearly as possible in prineipalanrl in-
terest equal to the amount so payable in each of the
other fourteen years of the said period as detailed in
clause a of this By -Law.
AND WTHEREAS. the total amount required by
-the Municipal Act to be raised annually by special
rate for paying the said debt and interest as herein -

tures of the said Village to the amount of 810.000,
(Ten Thousand Dollars) in sums of not less than One

tion from the said Cowpony on account and in re•
payment of moll loan shall forthwith after the receipt
thereof, be deposited to a special account in sante
Chartered Bank, and that the moneys standing at
the credit of such special account, ora sufficient
part thereof, at the time at settling the total annual
rate and making in; the Collector's Roll, for nay year
of the said debenture terns, shall be applied in or to-
wardepaynhent of the amount falling due in such
year for principal and interest on acootint of the de-
bentures, issued. under theauthority of this By -Law
and that the amend:to be raised in such year shall
be reduced to the extent of the sum so applied, and

Hall, on Monday, the 3068 day of July, 1900, at 2
o'clock in the afternoon, for the_pm•pose of Appoint-
ing persons to attend at the variouspollingsub-divis•
ions mud places aforesaid, nud the summing up of
votes respectively, on behalf of persons interested in
promoting or opposing the passage of this By -Law,
respectively.

NOTICE.

The above is a true copy of a proposed. By -Law,
which has been taken into consideration and which
will be finally passed by the Council of the Munici-
palitg of the "Village of Exeter. (lo the event of the
assent of the electorsbeing obtained thereto) after
one month from the firstpuhlication thereof, in the
Exeter Tirihes andExeter Advocate Newspapers, the
said By -Law to be published in the said newspapers
once a week, for - three successive weeks, com-
mencing on the twelfth day of July, 1900, and thab
the votes of the electors of the said Municipality will
be taken on the said By -Law on the day, and at the
hours and places therein fixed; And further take no-
tie'e that any one desiring to' apply to have this By -
Law or any part thereof quashed must make his ap-
plication for that purpose to the High Court of Jus-
tice, within three months next after the third pub-
lication of this notice in the said newspapers, or he
will be too late to be heard in that behalf.

Synopsis of Agreement Men-
tioned in the By -Law.
Itis agreed between the parties:
1. That a Canning and Preserving Factory shall
be MI It in the Tillage of Exeter, County of Huron.
2, That loan shall not be advanced to Company
until Company has Leen incorporated, has acquired
land, built and equipped their factory, and has
said factory in operation, as a going Concern and
hay spent not less then $12,000 thereon, And free
from incumbrance.
The Corporation agrees to do the following:
1. To submit By -Law to ratepayers, authorizing
raising and loaning Company the sum of $10,000 and
fixing assessment of Company at $000 for ten years.
2. If By -Law carries, to loan Company the 80111
Of $10,000 for fifteen years without interest, and to
fix assessment of Company at ;66000 for ten year's.
The Company agrees to de the following:
1. To repay the said loan in 16 years from the
date of the advance tbereof, without interest, in
10 equal annual instalments of $1000, the first of
such installments to be paid at the end of the 6th
year of the said 15 -year term, and subsequent pay
mentsyearly thereafter until the whole $10,000 Is
fully paid.
2, To secure the repayment of the said loan by
first mortgageupon the land, plant and equipment
of the said Company.
3. To insure the plant, equipment and assign in-
sturence to csrporation to further secure loan.
4. To satisfy the Corporation that the whole cap-
ital stock of the Company, viz; $2.5,1100 bas been sub-
scribed and three-quarters of the same paid up,
5. Not to sell, alienate er encumber without con-
sent, in writing, of the Corporation.
6. To do an annual business of at least $25;000,
unless prevented from doing so by failure of fruit

Celebration At Seaforth
The Twelfth of July celebration held
at Seaforth Thursday, under the aus-
pices of the South Huron district
Orange lodgeg, was one of the best,
and in every way tbe most successful
demonstrations of this kind ever held
in this district, It was estimated there
were epont 5000 people present. This
was f he largest crowd ever seen in
Sean', ch. Everything passed off quiet-
ly and in the hest of order, The pro-
cession, which was organized at the
recreation grounds, marched up Main
$creel to the Aglicultncal park. There
were forty standsof colors represent-
ed, besides several brass and -fife and
drnarf hands. At the park prizes were

Peter Flauagan, who recently re-
signed the sectionship of our r:hurch,
left last week for the West. We wish
Pete every success. -Thos. Hall has
fully recovered from his recent illness.
-After a pleasant stay here with his
parents, Wm. Doyle left last week for
the West. He took with hien a num-
ber of horses and a•handsorne rubber -
tired carriage. M. J. Doyle also left

dbary, Alta., , after
a visit with friends here. He took a
car of horses, a new wagon and a rub-
ber -tired buggy. M. J. is well pleased
with the West. -Master Joseph Row-
land is recovering from the effects of
his recent accident. While engaged
in raking hay the horse he was driving
became unmanageable and started to
run away throwing him quite a dis-
tance, and bruising his head and face
badly. -The Orangeman from this vi-
cinity went to Seaforth Thursday. To
say that tbey enjoyed their• outing
there is putting it mildly, compared
with what they really rs experienced.-
Inspector Sanders n e of London on has been

Mt. Carmel, Clandeboye, Grand Bend
and other places. He visited the Homes
of many foster children, and he found
them all in comfortable circumstances
and being well treated.

nesday. -The remains of the late Mrs.
Margaret McDougall of Indiana were
laid to rest in the Grand Bend ceme-
tery en Monday. - The deceased will
be remembered by many, she having
been a resident of Port Blake for many
years. -The season for camping is now
in full swing here. The cottages are
fast filling up, some of them overflow-
ing while the hotels arse full of guests.

so well patronized as Grand Bend.

Stiar:Mif11a SCHOOL.—The summer
school of Exeter District will be held
here from July 22nd to,20th. Preach-
ing services will be conducted each
Sunday, both morning and evening,
and Sunday school in the afternoon.
On the'22nd Revs. A. Fear and J. W.
Andrews will preach and on the 29th
Rev. Dr. Daniels of London will preach.
Services will be held each day through
the week, beginning with sunrise pray-
er service at 6.30. Sessions will he beld
morning and evening while the after-
noons will be left free for recreation.
The chief features of the program are
Bible study by Revds, Dougall and
Wells, and Missions by C. B. Reenley-
side, Mrs. Sutcliffe, Rev. Gifford and
others. Thursday evening a lecture,
aided by views, will he given on Ben
Bur, by Rev. Dougall, On Saturday
night a sacred concert will take place.

The home of Mr, and Mrs. Archibald
McCurdy of this township was sadden-
ed by the death on July llth of their
daughter, Jennie Edith, at the youth-
ful age. of 19 years, 10 months and 5
days. She had been a patient suffer
for months of lung trouble and the end
was not unexpected, Her's was a par-
ticularly bright and cheerful disposi-
tion and ber demise is greatly regret-
ted by ss wide circle of friends, who ex-
tend to the bereaved parents their
heartfelt sympathy in their hour of
sadness. The funeral took place from
the parents' home, Lot 15, Con. 13, at
2 o'clock, and the remains were inter-
red in the Kirkton cemetery.
