A. By -Law for borrowing the sum of
$10,000 and to issue debentures
therefor and to authorize the levy-
ing of a special rate for the pay -
anent of the debentures and inter-
est, for the purpose of loaning the
said sum to The Exeter Canniug
and Preserving Company, Limited,
to aid such Company in establish-
ing and operating a Canning Fac-
tory in said Village of 'Exeter.
WHEREAS the ratepayersof the Municipalityof
the V211ageof Exeter, at a public meeting, resolved
that the above By -Law should be submitted to a vote
:and if carried that the saidsum of $10,000 be raised
on the debentures of the said Village as hereinafter
provider and loaned to the said .Company, on the
d erns and conditions set forth -and contained in .a
ppreliminary agreement entered into by and between
the MuaiciparCouncil of the said Village and the
.cprovisfonal directors of the said Company.
AND WHEREAS it is desirable to issue the said
•:debentaree•at one time and to stake the principal of
:the said debt repayable by yearly sumo during the
- period of fifteen years, being the currency of the said
',debentures, said yearly sums being of such respective
amounts that the aggregate amounts payable m each
year shall be as nearly as possible in principal and in-
terest equalto the amount so payable in each of the
other fourteen years of the said period as detailed in.
a clause 4 of this By -Law.
AND WHEREAS the total amount required by
":the Municipal Act to be raised annually by special
gate for paying the said debt and interest as herein-
: after provided is $931.10.

AND WHEREAS 'it is necessary to appoint the

r, qualified voters upon this By -Law.
BE IT THEREFORE ENACTED by the Muni-
aci al Council of the Village of Exeter:
1. That for the purposes aforesaid it shall be law-
tful for the Reeve and Council of the said Municipal.
iiky to raise by way of loan from any person or per-
• - sons, company or companies, body or bodies corpor-
.ate, who may he willing to advance the same on the
.credit of the debentures hereinafter mentioned, a.
-sum of money not exceeding in the aggregate $10,000
the amount of the debt intended to be created by
.this By -Law.
2. That the Reeve and Council of the said Munici-
pality be and are hereby empowered, authorized and
wequired to make and issue in due form of law deben-
=tures of the said Village to the amount of $10.000,
, Ten Thousand Dollars) in sums of not leas than One
'fundred Dollars each, each of which debentures
:shall' be issued on the First day of August, 1907, and
;shall he dated on the da e of the issue thereof and the
-said debentures shall bepayable in equal amounts on
lthe 15 day of December in each year, during the said
fifteen years next succeeding the said 15th day of
December, 1007, such amounts being grade up of the
aggregate sum due each year on account of principal
.xtndinterest as shown by Clause thereof.
3. The said debentures shall bear interest at the
,rate Of four and one -halt per centum per annum, pay -
Able yearly at the office of the Treasurer of the said
.Municipality.
4. During the currency of the said debentures

saidsmu of $10,000 shall be fully paid, but each loan
to the said Ootnpauy shall not be made until the
said Companyshall have purchased the. land as a.
site for the said factory, built and fully completed
the saidfactory and installed therein the proper and
necessary machinery, at a cost of not less than $12,000,
in the manner stated in the said agreement and until
the said Company shall have effected and transferred
to the said corporation an insurance mien the build-
ing, plant, machinery, equipment and stock of the
said Company to the full insurable value thereof,
such insurance to be held by the Corporation as col-
lateral security, with the said mortgage for the repay-
ment of the said loan, nor until the whole of the
capital stock of the said Oompauy, viz:—$25,000 shall

with the other terms and conditions of the said
agreement,
7. That it shall be Iawful for the Municipal Coun-
cil, of the said Oorporntion, to tlx the Assessment of
the Company's lands, buildings and plant at 85000,
for a tern of ten years, to be for the fixings of all
rates save school rates.
8. That the moneys received by thesaid Corpora-
tion from the said Company on account and in re-
payment of such loan shall forthwith after the receipt
thereof, be deposited to a special account in ,some
Chartered Bank, and that the moneys standing, at
the oredit Of such special recount, or a sufficient
part thereof, at Chenille of settling the total annual
rate and making up the Oollector's Roll, for any year
of the said debenture term, shall be applied in or to-
wards payment of the amount falling due in such
year for principal and interest on account of the de-
bentures; issued under the authority of this By -Law
and that the amount Lobe raised in such year shall
be reduced to the extent of the sum so applied, and
that any surplus remaining at the end of the said de-
benture tern, after the payment of the said deben-
tures, shall be carried to the credit of the said Muni-
cipality and applied towards the payymeat of any
other hability of the said Municipality, which the
law may authorize the Municipality to pity.

10. That the votes of the duly qualified electors
shall be taken on Saturday, the 4th day of August,
1006, between the hours of nine a m., and five p.m.,
at the several places hereinafter mentioned, by the
officers whosenames are hereinafter mentioned: • In
pollingsub-divisian No.l at SilasHandford's residence,
Main at., by R. N. Creech, Deputy Returning Officer,
and,Jatnes.Creech, Jr, Poll Clerk; is polling subdi-
vision No. 2, at Weekes Bros.' shop, Main sty, by Jas.
Weekes, Deputy ReturningOfficer, and W. D. Weekes,
Poll Clerk; in polling sub -division No. 3, at Joseph
Cobblediok'soffice, Corner of Main and Wellington
streets, by Joseph Davis, Deputy Returning Officer,
and L. D. 'Vincent, Poll Clerk; in Polling sub -division
No. 4, at the Town Hall, by H. E. Huston,. Deputy
Returning Officer, and John J. white, Poll Clerk,
and that Joseph Senior, Clerk of the said Municipal-
ity, shall be the Returning Officer, to whom the . re-
turns of voting shall be made by the said Deputy Re-
turning Ofcets.
11, .That the Reeve of the said Municipal Corpora-
tion shall attend at the Council Room, in the Town
Hall, on Mondry, the 30th day of July, 1900, at 2
o'clock in the afternoon, for the purpose of appoint-
ing persons to attend at the variouspollingsub-divis-
ions and places aforesaid, and the summing up of
cotes respectively, on behalf of persons interested in
promoting or opposing the passage of this By -Law,
respectively.
12. That the Clerk of the said Municipality shall
attend at the Council Chamber, in the Town Hall,
on Monday, the 0th day of August, 1906, at thehour
of twehe, noon, and shall then and there sum up
the votes given for and against the said By -Law and
grant the requisite 'certificates.

NOTICE.
The above is a true copy of a proposed By -Law,
which has been taken •into consideration and which
willbe finally passed by the Council of the Munioi-
pahty of the Village of Exeter, (in the event of the
assent of the electors being obtained thereto after
one month from the first publfeation thereof, in the
Exeter Times andExeter Advocate Newspapers, the
saidBy-Law to be published in the said newspapers
once a week, for three successive weeks, com-
mencing on the twelfth day of July, 1906, and that
the votes of the electors of the said Municipality will
be taken on the said By -Law on the day, and at the
hours and places therein .fixed; And further take no-
tice that any one desiring to apply to have this By -
Law or any part thereof quashed must snake his ap-
plication for thatpurpose to the High Court of Jus-
tice, within three months next after the third pub-
lication of this notice in the said newspapers, or he
will be too late to be heard in that behalf.

NARROW ESCAPE. -Nelson Stanlake
met with an unpleasant accident one
day last week and one which he is not
likely to forget for some time to come.
The young man was mowing hay for
Fred Kerr. He stopped the machine
and had stepped in front to oil it when
the horses took fright at the blowing
of the tile yard whistle and ran away.
The large wheel of the mower passed
over Nelson's leg and chest, but his
injuries wereslight. How he escaped
with his life is little short of a miracle.
The mower, which was new last sum-
mer, was completely destroyed. • The
horses eseaped injury.

Brown of Ann Arbor, Mich., are visit-
ing their parents here.—Jno. Foster
will have the cement walks finished
this week. They are well made and
from all appearances will be perman-
ent. -H. Eilber, M.P.P., is having a
cement vaultconstructed in his office.

was bitten on the hand by a horse,
while working on his son, Will's, farm
last week. The hand is doing nicely.

barn raised on Monday.—Will Brown
is visiting friends in Milverton and
Chesley this week.—The Misses Moyer
and Reeder of Berlin are the•guests of
Mr. and Mrs. Sam Brown.—John and
Wesley Veil of Detroit - were visiting
in town last week.—Next Sunday spec-
ial Children's Day services will beheld
in the Evangelical church. A special
program will be given in the afternoon.

Blackwell, who held a sale of her furn-
iture on Saturday, intends leaving
shortly for Toronto, where she will re-
side. We are sorry to lose such good
citizens but wish her every happiness.
Dk1ATH OF MRS. NEIL.—Mrs. Neil,
relict of the late Alexander Neil, who
has been in a very low state of health
for several months, answered the great
roll call on Friday morning last. Mrs.
:Tail -has been suffering for over a year
and during the last few months has
been in a very low condition. She was
highly respected and while her demise
was not in the least unexpected her
death will be ' much regretted. The
funeral took place to Neil's cemetery
on Sunday.
ENTERTAUSIs ENT.—The entertain-
ment, which was given under the au-
spices of the K.O.T.M. was held in their
hall at Mooresville last .Friday even-
ing. Mr. Will McLeod,Seafcrtll's pop-
ular Comedian, who was engaged to
take part in the program, proved be -
pond a doubt that he has rare capa-
bilities as an Irishman and his Irish
wit broughtforth rounds of applause.
Miss Miller fairly captivated the house
and that she was thoroughly appreci-
ated was evident by the repeated ap-
planse which greeted her every selec-
tion. The two amateur plays, entitled
"Striking 011" and "That Rascal Pat,"
were full of merriment and kept the
house in laughter. the entertainment
on the whole was a decided success.
SocI-•1L.—One of the most successful
and pleasant lawn socials of the season
was that held in connection with St.
James' church on Friday evening on
George Carter's beautiful lawu. After
an excellent strawberry supper bad
been partaken of a very choice pro-
gram of music and addresses was ren-
dered under the chairmanship of Rev.
H. A. Thomas. Vocal solos of a very
high order were given by Miss Cathre
of Lieury; Miss E. Simpson, Centralia;
Miss Ada Hodgins, Denfield; Arthur
Elliott, Clandehnye; and Mr. Clement,
of the Merchants Bank, Lucan. Mrs.
Walker supplied some choice selections
from the gramaphone. Excellent and
appropriate addresses were given by
Messrs. John Fox, C.C. Hodgins, M.P.
P.; and Revds. J. E. Holmes and A.

ton where he intends spending the

Morkin, while assisting at Morkin's
barn raising on Wednesday severely
injured his ankle, which will necessi-
tate him laving off work for a time.—
The L.O.L.- No. 662, attended divine
service on Sunday, when Rev. H. A.
Thomas, D.G.C.; of British - North
America, delivered an appropriate ser-
mon at the morning service.—The re-
mains of the late Roht. McLean, who
died at Greenville, Mich., on June 29,
were brought to the residence of D. S.
O'Neil on Saturday, the funeral taking
place on Sunday to St. James' ceme-
tery. Deceased was 72 years of age.—
Tames Park, one of our most popular
young men, betook himself to Port
Huron on a very interesting mission,
and- now Jim belongs to the benedicts.

Rachael Radcliffe, daughter of the late
Samuel Radcliffe of Bianshard. The
