Reeve Carling was the first called on to ad- dress the ratepayers assembled, and he did so in his usual happy. manner, ac- connting for the receipts and expendi- ture and going over in detail the work done by the council of 1903, We will not attempt to give an account of the several speeches made, but suffice it to say that they were to the point and attentively listened to. Of course the council came in for a certain amount of censure and probably an equal amount of praise for the work they badclone during the year.
