the city of London is embarking up-
on a, crusade in which it will bave
the sympathy of every decent, man,
and woman and equally, it Is to be

nature of this practice on grounds of 1
ordinary cleanliness need not be em-,
pbasized. It becomes painfully ob-

Nor need we lay stress upon the
serious import as a means of spread-
ing tuberculous infection that in-
diecriminate expeetoration bears in
public plates. Our readers are well
aware that, whatever may be the re-
sult of the eonamission inquiring i
into the power of infected food to
spread tubercle =tong us, there is i
no doubt in the mind of any au-
thority upon the subject that the
most formidable vehicle af infection
of all is the sputum of tuberculous
persons.
The whole queetion is really one of
edutating the public. It is not es-
sential to anybody's- comfort or
safety that he should expectorate
freely into the air or an the ground
about him. When, all his fellow men
and women realize this they will ta-
boo the indiscriminate expectorator.
At present his perforreante is regard-
ed largely as a matter of course.
The working man or woman by his
side knows nothing of the possible
danger and is not yet "nice" en-
ough to deplore the nastiness of the
casual expectoration of a neighbor.
Our medical readers can more than
any other class of men tissist public
bodies in the education of the public
mind in this matter.
Already both in Glasgow and in
Liverpool the corporations have in-
serted a clause in their by-laws mak-
ing spitting on the municipal tram-
way cars a finable offence. The me-
tropolis in many similar rnatters is
wont only to follow instead of to
lead the steps taken by other cities..
-It is to be hoped, that it will not
be long before the - example of Liver-
pool and Glasgow in this matter is
widely followed in the public con-
veyances of London.

Section 6. No person shall sell. or
offer, expose or have la bis posses-
sion for sale any fruit packed in a
Closed package, upon which pack-
age is marked any designation which
represents such fruit as of No. 1 or
XXX, finest, best or metre good
qunlity, unless such fruit consist of
well -grown specimens of one variety,
sound, of nearly uniform size, of
good color for tho variety of nor-
mal shape, and not less than ninety
per cent. free trom scab. worm holes,
bruises and other defects, and pro-
perly packed.
Section 7. No person shall sell, or
offer, expose or have in his posses-
sion for sale, any fruit packed in
any package in which the faced or
shown surface gives a false repre-
sentation of the contents of such
package; and it shall be considered
a false representation when more
than fifteen per cent. of such fruit
s substantially snialler in size than,
or inferior in grade to, or different
n variety from, the faced or shown
surface of such package.
Explanations of its application
may be taken thus: On packages
packed or marked contrary to the
provisions of the Act. Inspectors
may, after notifying the packer by
letter or telegram, place the words
"falsely packed" or "falsely mark-
ed;" and a fine of $40 inaer be im-
posed for illegally removing
INSPECTOR'S BRAND.
It will be noticed that only "clos-
ed packages" need be marked. A
closed package is defined to be a
box or barrel, the contents of which
cannot be seen or inspected when
such is closed. Baskets, berry
crates, or berry 'boxes even, • with
veneer covers, are not considered
"closed packages," and therefore do
not require marking. Cranberries
and all wild fruit are not subject
to the provisions of the Act.
Merchants are held responsible for
the fruit they offer for sale (or fruit
in their possession for sale), but the
original wrongdoer, if found, will in
every case be prosecuted.
The penalty for a violation of the
law with reference to packing and
marking is not less than twenty-five
cents and not more than one dollar
per package; for removing an in-
spector's brand, forty dollars; for
obstructing an inspector, $25 to
$500. The fines are divided equally
between the informant and the
crown.
Inspectors are given large powers
under the Act to enter premises for
the purpose of making an examina-
tion and to det- in shipments of fruit,
for the same purpose. The packer,
however, is amply protected by the
stipulation that, immedia te notice
must be given by' the inspector to
the packer when fruit. which at all
times is at the risk of the owner, is
branded or detained, and the inspec-
tor who exceeds his authority is
subject to

rival in. port." That this means

from the following letter to George
II. Daniels from a very prominent
business man of Minneapolis. The
letter .stutes, "I have just received
from my wife a letter ° advising me
of the most efficient manner in which
your ollice has taken care of her on
her trip over yoUr road' and on 'her
arrival in New York City.
wish to thank you for the
