Several weeks ago we pointed out
the 'Merited increase in the prices of
manilla and sisal for the first eight
months of the preseot year, as cow.

mg periods in the yens 1897 anil 1898.
While theefigures for the first half of
1898 showed cautparatively litt1t ine
orease over the prices for the preeed-
ing year adeeided Myrtles° in prices de-
veloped rather more than a year ago,
and for the past twelve months both
manila_ and sisal have steadily- grown
dearer. • The last monthly statement
of commerce and finance issued by the
United States Bureau of Statistics
shows that on Oet. 30th the wholesale
prices of manila in the United States
.Was 15 .cents per pealed, and sisal 9
' ts, In August the wholeseht price
numile, was10cents per pnaid, so.
hi the last three•monthe•there has
been an increase of fifty per cent. On
Nov. lst, 18117, the wholesale prices of
manila in the United States was n
cents per pound, so that in the last two
years the price has increased just 400
per cent. The recent increase in price
seems to foreshadow considerably
higher prices for twine next year.

Ontario Governments began the manu-

penitentiary and in the Central Prison

in the Government institutions has

not likely to be afforded thereby.

Worried by a Dog.
st. Thomas, Nov, 21. -Yesterday
afternoon the 11 -year old daughter of
Mrs. Lewis Ayers was badly bitten by
a dog belonging to Thomas Hollins.
The Child was petting the animal, when
the dog suddenly gave a spring at tlte
girl's face, catching her by the left ear

away from the mutual and started to
run, when the dog again made a hinge
at her, catching her by the right arm,

cannon. Firing was in progress dur-

RAILROAD'S RIGHT OF WAY.
A Decision Adverse to the Claims or the
Northern Pacific.
Minneapolis, Minn., Nov. 21. -Judge
Prather, on Saturday rendered an
oral decision at Spokane against the
Northern Pacific. of a claim to 200
feet on each side of the track as its
permanent right of way. The case
involves millions of dollars. The
claim of the company rests on the
contention that, once granted 200
feet on each side of its -track
through the public domain as right
of way, no part of this property
may ever be taken, up. The decision
of the court is that except for a
strip of land actually needed for the
railroad's right of way, the public
cain acquire full title te the remain-
der by adverse possession. The rail-
road company will appeal.
