The Boers' Final Offers.
London, Sept. 5.—Amid the crowd of con-
tlicting despatches from South Africa re-
garding the Transvaal situation it is still
impossible to say exactly what has hap-
pened. It seems evident, however, that
President Kruger has withdrawn the rive -
year franCtliSe, which was dependent on
Great Britain's acceptance of impossible
conditions regarding suzerainty, and has
made some sort of temporizing counter -
suggestions regarding a conference.
The Standard and Diggers' News gives
what purports to be a report of the secret
session of the Volksraad on Saturdey. Ac-
cording to this account,' the Volksraad not
only determined to reject the five-year pro-
pcsal, but also stoutty opposed President
Kreger visiting Cape Town, and resolved
to make a stand for the abrogation of Eng-
land's claim to suzerainty. The Boer ergan
then asserts: "The Government, both the
Bonds and the Burghers, feel that they
have offered all they intend to offer, and
are now resolved to stand or fall ')y this
decision." ,

SERIOUS FIRES,
The Electric Power Douse at Niacara
Falls Burned—A i%100,000 Fire in
Ouebec Province.

Niagara Falls, Ont., Sept 5 —The
electrical power house of the Niagara
Falls Park & River Railway, situated a
few rods above the Horse Shoe Falls. in
Victoria, Park, was totally destroyed by
fire loot evening at 8 o'clock, The first
warning the people of the town got 'vas
when the town was thrown into total
darkness.sr
Thostructure was 100x80, one story
out stone building, with basement, and
by the time the fire department from
the town reached the place the flames
had got beyond their control, and had
the structure firmly in its grasp, and,
with the valuable machines, stands a
total loss, and by the fire cripples the
Niagara Falls Park & River Ralway
temporarily in this busy time until ar-
rangements Can be made to run a power
line over from the power house on the
American side, which will take some
days. The steam power house at Queen-
ston, which is used as a feeder to the big
eleetrical power house, is unable to sup-
ply power for more than one or two cars
at a time on the oiromt.
In the destroyed power house were two
500-K W. Westinghouse generators and
three 200-K. W. Canadian General gener-
ators. With the shafting and other appa-
ratus the total loss is 2'75,000, damage to
building $10,000, the stone walls of the
structure being the only thing left.
A 8100,000 Fire.
Quebec, Sept. 5,—About 11.30 o'clook
yesterday morning fire broke out in the
lumber yards of Messrs. Price Bros. &
Co. at Amqul, Rirnouski County, on
the Intercolonial Railway and some 21
miles from Quebec. The lumber east of
the million the riverside was entirely
consumed, while that above the track is
burning. Seven buildings were also
burned. The loss will reaoh fully
$100,000.
