Pretoria, Sept, 4.—In the course of an he terview to -day State Secretary 'tette said the Transvaal Government wag waiting un. tit Saturday's despateb reached the Ini. yetis!, authorities before making its con tents public. In a Clearer Light. Cape Town, Sept. 4.—The news received from Pretoria to -day begins to shave the situation In a clearer light. It **pears that Ibe Traametads reply, witielx was handed on Saturday to the British dimo. matte agent at Pretoria, Mr. Conytighaex Greene, eels only to Mr. CM' mberlands proposal respeetlug a conference at Cape Towle and that another reply will be delivered tomorrow to Mr. Chamberlain's original proposal of a joint eneulry Into the franteltse hill. Tids method of splitting the negotiations by the Transvaal Is uuntvor- abiy -commented upon here. The Cape .1r - pm oft:Melly dentes that the Coverument of the South AfricaRepublic has agreed to a conference at Cape Town. The Cape Argus also deviates that the explanation offered by the Transvaal At- torney, Mr. Smutz. of the arrests is un. satisfactory, and the mystery Is one that calls for Immediate elucidation. A. The Boers' Final Offers. London, Sept. 5.—Amid the crowd of con- tlicting despatches from South Africa re- garding the Transvaal situation it is still impossible to say exactly what has hap- pened. It seems evident, however, that President Kruger has withdrawn the rive - year franCtliSe, which was dependent on Great Britain's acceptance of impossible conditions regarding suzerainty, and has made some sort of temporizing counter - suggestions regarding a conference. The Standard and Diggers' News gives what purports to be a report of the secret session of the Volksraad on Saturdey. Ac- cording to this account,' the Volksraad not only determined to reject the five-year pro- pcsal, but also stoutty opposed President Kreger visiting Cape Town, and resolved to make a stand for the abrogation of Eng- land's claim to suzerainty.
