The nuditore reported. that they had
examined the nooks of the ceieuity
treasurer and found theist curry. t. 'I he
statement of debelht'ure liabilities of
tIre county and assets available to

;35.800. The receipts from the lst of
Jemmy, 1899, to the dame of audit
1February `lith) intlnding balance tm
the 31st of December, 1898. were $21,-
721.70 and the expenditure to said date
was $1.915.35, leaving a balance of $16,-
806.15. Of this amount ,+10,612.90 was
to the credit of the county in 1' , Ca-
nadian Bank of Commerce, Goaaerich,
and the Molsons Bank, Clinton, and
$103.25 cash on haut. The auditors
reported that the books were in fine
condition, being very direfully kept,
mid that the treasurer had riven them
every possible 'assistance in the dis-
charge of their duties.
The gaoler's report was referred to .
the county property committee. Mr.
Griffin. reported four prisoners confined
in the county gaol. all male, as follows:
Thos. Hewitt. Toronto, larceny; John
Hyslop,Goderich,insanity;Isaac Young
Middlesex, burglary: Rich. Chambers,
Goderich township, insanity.
The report of the road and bridge
commissioner was sent the road and
bridge committee. Mr. Ansley report-
ed that he had bonds and agreements
duly signed from the persons who ob-
tained contracts from the council last
January, and he expected the contracts
would be completed in due time. He
had provided plans for rebuilding the
Mud Creek bridge, on the boundary
line between the townships of Stephen
and McGillivray. The contract has
not been let, as they were waiting to
see if any more work was to be done
this season on the boundary of Huron
.and Middlesex,.so that it might all be
let at the same time and place. -He
had examined the bridge on the boun-
dary of LTsborne and Biddulph known
as Drout's bridge. It was in aa• good
state of repair and appeared to he large
enough for the stream from the evi.-
• dente of the debris lodged on the bank
of the stream. There could be a cul-
vert of about twenty feet in length
put in near the bridge at a cost of $75
tor each county. The Dickey bridge
and fence onthe boundary of West Wa-
wanosh and Kinloss had been erected
and makes a great improvement. The
spring freshet had done considerable
damage to the bridges. The Zetland
bridge was badly damaged; it would
require to be raised about twenty inch-
es and have new supports placed
under it. The bridges on the Bayfield
River would require considerable at-
tention this season. The 1south. ap-
-oath to the Brussels bridge should
be completed. The amount of - orders
issued since Jannaary lst for work on
bridges and roads was $380.32. There
would require to be more'than. the us -
nal arecatnt of small repairs to bridges
and a roaches, but they would not

'The special committee appointed to
enquire into the best manner to ob-
tain more and better accommodation
for the gaoler reported in favor of the
removal of the present cottage and the
erection of a hunger and modern builde
ing. They submitted a plan of the
bnilding and an estimate of the cost
(about $2,200). Referred to the county
property coinnlittee.
The house of refuge committee re-
ported as follows:
Your committee met at the house of
refuge on. February 7th. and April 7th.
Messrs. Miller, Snell, Torrance and the
warden were present, together with
Messrs. Lane and Coats. We decided
to repair the windmill and rise the
standard 20 feet higher, which, it is
expected, will prevent the frequent
breakages. This improvement has
been done -satisfactorily at a cost of
$35. We have moved the partition up-
stairs in the hallway, separating the
keeper's rooms from the inmates'
apartments (formerly it was not at all
private), at a cost of $3. The ventil-
ation in some of the lower rooms in the
men's compartments being exceeding-
ly bad, we had a new ventilator put in
running through the roof, at acost of
$37, which we believe will be a, great
improvement. We have also decided
to build a driving shed and ice house,
24x40 feet, 14 feet high; also have re-
quested Mr. .Ansley, county engineer,
to retain the old cedar timber in the
the Summerhill bridge, as it would
only be disposed of at a nominal figure
and we require some long -timber for
said building which could be secured
from bridge timber as soon as remov-
ed. Balance of cedar could be utilized

which will have to be done in the near
future. We have purchased the lum-
ber for building at what we consider
fair rates. The timber land on the
farm being quite unproductive in the,

There have been about seventy maple

in first-class condition and well kept.
We also observed the different kinds
of grain and seeds sown and planted,
as follows 11 acres of oats, ;9 barley,
9 hay, 34$ potatoes, 42 corn, beans, '2
marigolds carrots, onions, 1 garden,
vegetables, and about acre, turnips.

The council then adjourned till the
afternoon, when the second report of
the road and bridge committee WAS
presented. The committee recommend-
ed that Messrs Torrance and Connol-
ly's motion regarding the bridge on
the &titbit, line be adopted and that
the bridge be placed (131 the list of

clause of their first report referred
back to then., the committee reported
commended that no action be taken at
present. and that the members visit
the gaol in order that they might in-
telligently discuss this matter.
The report was passed with the ex-
ception of clause 5 (referring to the
proposed gaoler's residence.)
The : education committee recom-
mended that no action be taken in re-
ference to the request of the West
Huron Teachers' Association that a
paper read by inspector Tom at the
Teachers' convention in .March last be
printed in pamphlet form and distrib-
uted. The committee recommended
that E. G. Cresswell, Egmondville;
James Richie,• Belmont; and Thomas
Gregory, Exeter; be appointed as ar-
bitrators to adjudicate in the forma-
tion of a new school ' section in the
township of Hallett. The report was
adopted.
The finance committee recommended
the paymentof a number of accounts;
that the auditors' report be printed as
usual, in the minutes, ancl that the us-
ual l borrowing by-law be passed . au-
thoriGing the warden and treasurer to
borrow for current expenditure a sum
not exceeding $10,000. The comniittee
reported :that the total estimated .ex-
penclitiuc for 1809 would be $39,280.90,

Clause No. 5 of the report of the
county property committee was taken
up in committee. The committee
arose and reported no progress.
The eouncil adjourned until. 7:30 p.
m., when the clause was again taken ,
up in committee and passed. When '
the committee reported to council Mr.
Holt moved, seconded by Mr. Kerr,
that the report of the county property
committee be amended by striking out

The estimates of receipts and expen-

The following by-laws were renin and
passed.
No. 1, to equalize the respective as-
sessment of the sevexal municipalities
of the county.
No. 2, to assume and maintain cer-
tain bridges and culverts, and to re-
peal certain bylaws.
This bylalw provides that the county
is to assume, build, repair and keep in
proper order all bridges and culve its ,
of twenty feet or over in length on til '
Lake Shore road from Amberley to
Grand Bend and on Josephine street
in the town of Winghatin; all bridges len
twenty feet or over in length between -
abutments crossing streams, rivers,
ponds or lakes separating two town-
ships intim county; or crossing streams -
or rivers within the limits of any in-
corporated village in the county and
connecting any main highway leading
through the county; or over rivers,
streams, ponds or lakes between two
local municipalities in the- county; or
over a river, stream, pond or lake
'forming or crossing a boundary line
between - this .county and any other
county. All by -Taws or resolutions
passed by the council inconsistent with
the -provisions of this bylaw - - are - re -
ped.
