As an example of the way In whieh the
preceding Government wasted public money
for the benefit of partisan favorites. It wee
be stated that while the numberof miles of
daily travel in Jane, 1887, was 312 greater
than in the corresponding quarter of June,
1806, before Mr. Mahal: took offiee, the
cost of the service for the quarter of 1807
was $22,000 less. The records of the de-
partment afford almost numberless exam-
ples of the application of gonna business
principles to the admielstration, the satis-
factory results of which are reflected in the
finances. If the adoption of a two -cent do-
nieetic postage rate depends upon the
wiping out of the postoffiee (Teflon it looks
as if the people would not have to wait
long for that boon. It is estimated nett
a reduetion of the rate would Involve it loss
of revenue on the basis of the present
volume of business of about $600,000, but
with the Ines -limbic Increase in the am-
ber of letters carried and a continuation
of the wise, economical etbainestratlee
policy of the Postmaster -General there
would seem to be no danger of long:con-
tinned shortage from the experiment.

Sidrid, Aug. 9. -Spain's reply sue.
flatting to America's terms received its
finishing touches last night. In its final
form, as carefully revised by the foreign
Minister and re -approved by the queen
mid Cabinet, it accepts without discus-
sing tho four preliminary conditions of
peace imposed by the United States.
But care is taken toexplain that $pain
