Simla, Nov. 22.—General Sir William Lockhart, the commander of the British forces operating against the insurgent tribesmen, telegraphs from the British camp in the Maiden valley that ho has issued a proclamation stating the terms of submission which he is willing to grant the Afridis. The latter are given a week's grape in which to accept the terms referred to, which include the re- storation of the rifles and other Govern- mental and private property stolen, the surrender of 800 breech -loaders, a fine of 550,000 rupees, and the surrender of hostages es a guarantee of compliance with the will of the Government. The Khyber pass will be reopened in the manner the Government deems advisable, and all the Afridi tribal allowances are forfeited by their lntseenduot. London, Nov 22.—A well-informed correspondent at Cabal, capital of Af- ghanistan, writing from that city, under date of September 20th last, gives an account of an interview which he had with the Armor of Afghanistan, in Dur bar, in which the Amcor, referring to the rising of the tribes on the frontier of British India, said: "I cannot imagine how anyone can think tliat I am respon- sible for the 'actions of the ITaddah Mal - lab, who instigated the troubles, for it was he who raised the revolt of the ;+hinwarries and other tribes against rue, shortly after my accession. I enquired into his antecedents, and failed to dis- cover his tribe, caste, or birthplace, I only know ho proles SCA'Mohammedanism, and has great influence among the 'Jus- sielluans of the border tribes. "When my Governor at aellalabad recently stopped the ITaddah llulhali's followers from leaving Afghanistan, they said they had the right to fight the Beg- lish, for their leaders had told them I had given thein permission to do so, My Governor thereupon arrested several of the leaders, who were carrying green .Tehad (Holy war) flags. He sent them to Cobol, whore they are now in prison,. and I know how to deal with them." Ono of the leaders of the durbar, the letters adds, remarked: "Indeed, these men aro rascals." " 'Rascals,' cried the Ameer; `they are the worst scoundrels I have ever known, for they have not hesitated to use my name to try and bring discredit upon the. I have muoh to do in ruling, teaching, and civilizing my people, with,. out being troubled by such scoundrels." Fire at St. Marys. St, Marys, Nov. Md.—A small fire occurred about eight o'clock this even- ing in the sntnmer kitchen and wood- shed in rear of George Vanstone's resi deuce, on the corner of Queen and Peel streets. The loss will exceed $25, and is covered by insurance in the Phoenix of Eoglaud. The cause of the fire was a lamp explosion. Bail was furnished by his mother for 5750; Mr. Fowiie, his bre then in-law, for 5750, and himself for $1,500 Elliott elected to be tried by a jury, His case is to come up at the sessions court on the 14th of December before His Honor Judge Masson. Mr. Gladstone is reported to be grow- ing very feeble. The Central Toronto Conservative convention on Saturday evening nom- inated Mr. Oliver A. Howland. Thursday morning fire broke out and swept the greater part of the busi. ness section of Tiverton out of exist- ence. Mr. A. Palmer, of Yarmouth Centre, while helping to raise a barn on the farm of Mrs. Tisdale, near New Sarum, Tuesday had a narrow escape - from death. Montreal, Nov. 23.—Mr. McLeod Stewart, of Ottawa, who went to Eng- land to interest the Imperial Government and English financiers in the Montreal, Ottawa, and Georgian bay canal, has re- turned. Mr. Stewart states that ho has successfully approached one of tho most eminent, if not the most eminent, firths of contractors in the United Kingdom, and had made all arrangements for the capital required, and for the construction of the canal. The work of construction is to commence as soon as the weather will permit next spring, and all the labor. stab -contracts, and most of the machinery and plant are to be exclusive- ly Canadian. The work is to be com- pleted in three years, at the most. An- other interesting feature is that Sir Ben- jamin Baker, the engineer of the Forth bridge, and consulting onggneor to the Egyptian Government, has cr`insented to be the consulting engineer to the canal. As Sir Benjamin is ono of the greatest engineers of the day, his connection with the work will ensure its being, carried out in a style worthy of such a greatIni- perial, military, and commercial under- takinn. Ottawa. Ont. Nov. 2:7.—Mr. McLeod Stewart, the promoter of the proposed Ottawa and Georgian bay canal, has re- turned from England, and states that the success of the enterprise is assured. "I sin amply satisfied with the progress that has been made in the canal negotia- tions," he says. P. before November lOtb, as the Leg- islature meets then. A Fatal Sutnn. Morrisburg, Ont., Nov. 22,—Mr. John Fronts, a respected resident of this town, lately employed on the Government work between Iroquois and Cardinal, met with a fatal accident here Saturday night. In company with his brother and a fellow -workman, he boarded a freight train at Iroquois, intending to come to eelorrisburg to spend Sunday. On arriv- ing at this station the train slowed up somewhat, and they jumped. The young- er Froats and his companion alighted safely, but John fell, striking his head with such force against the rail as to fracture his skull badly, rendering him unconscious, in which state be remained all day, expiring at night. Besides his aged parents, the deceased leaves a widow and one child, only three days old, to mourn his untimely death. Much sympathy is expressed for the family in their sad affliction. Ranine, secretary and treasurer of the Canadian Niagara Power Company, denies positively that there Is any found- ation for the report published that the company has given up its franchise across the river. Chicago, Nov. 23 —The second trial of the alleged wife murderer, Luetgert,. was to have been begun to -day before Judge Horton, but at the request of the defence the case went over until to- morrow. McCuaig, the engineer charg- ed with manslaughter as a result of the C. P. R. accident at Stittsville, has beeu committed for trial. Seaforth: Much regret was felt on Friday morning last, on it be- coming known that Mrs, Laroque had died on that morning. Mrs. Larque's maiden name was Jane Ann Boyd. She was a daughter of Mr. Moore Boyd, of this town, and lived with bim. She had not enjoyed the best of health for some months, but being of an uncom- plaining disposition, she had made little of her illness, and continued her usual household duties until Thursday evening, when she became suddenly and seriously i11, and despite all that medical aid could do she passed away the following morning.
