Stew- art, of Dorking, while driving into the Carthage cheese factory yesterday was thrown from his rig and bad bis neck broken. Stewart was compelled to drive through the creek, and over a bad load owing to the bridge being out of repair and his horse becoming unmanageable he was thrown to the road. and died almost instantly. He was 33 years of age and the Duly support of a crippled father and an aged mother. While driving' a load of hay to St,' Thomas on Thursday, J. T. Ottawa, July 13, -The Dominion Gov- ernment has adopted an entirely o W line, so as to protect the Canadian la- borer and give him the benefit of the holne inaricet and at the same time see that the laborers 'are not defrauded. The case of the Toronto, Hamilton & Buffalo. Railway is a recent example,. but there are numerous instances in Manitoba and the Northwest where workmen have been shamefully treated and never bad an opportunity of redress. In the first place the Government has decided to put the alien labor law in force in Manitoba, the Northwest and British Columbia, so as to protect the Canadian workmen on the Crow's Nest Pass Railway. The act can be put in operation by the Minister of Justice, Sir Oliver Mowat, appointing an agent to administer the not. It is, therefore, likely that agents will be appointed at Winni- peg, Lethbridge and Rossland, and prob- ably other points in the west without' delay, so as to set the machinery of the alien labor law in operation. This course is not only contemplated in connection with the Crow's Nest Pass Railway, but the same precaution will no doubt be taken wherever it is found necessary in the interests of the Canadian workmen in other Provinces and at other points in the Dominion. In addition to the pro- tection afforded b, tile alien labor law,, it is understood that the Dominion Gov- ernment has also an understanding with the Canadian Pacific Railway to give the preference to Canadians in all oases. Mr. M. J. Haney, Manager of Construc- tion, bas already intimated his inten- tion of employing only Canadian labor, and Mr. Haney who has entire control of the work, may be relied upon to put his intentions into execution. As if all these means were not sufficient to insure the full benefits of the construction of the road going to Canadians, the Minis- ter of Customs has issned an order to all collectors of eustoms informing them to collect full customs dues from all parties who may bring into the country with them goods for working on railways. Heretofore this class of goods were ad- mitted under the clause which made settlers' effects free: Now this will not apply to persons who may come from the United States to work on railways. This is a very different policy to what was pursued when the Canadian Pacific was being constructed. THE LOBSTER SEASON. The season for taking lobsters in the western part of the Maritime Provinces expired on the 1st of July. In the eastern part. including eastern Nova Scotia, Cape Breton, Prince Edward Island and part of New Brunswlok, the date for closing is July 15th. Applications for the extension of the season wore considered by Sir Louis Davies before his departure for England and refused. Since that time very urgent representations have been made to the department to the effect that storms have done great damage in the eastern waters, that the fishermen have had but a small chance to pursue their calling and that muoh distress would be nausea to them by the enforement of the regulation requiring the closing of the fishing on the 15th inst. Having ascer- tained by careful inquiry that those representations were well founded, Hon. W. S. Fielding, acting Minister of Mar- ine and Fisheries, has extended the lob- ster season in the district referred to for a period of nine days, from the 15th till the 24th of Slily. ARMENIA'S CRY. Tito Turks Desolating Their villages With O..trooious Cruelties. Paris, July 12. -Pero Charmetant, Director General of the French Mission in the Levant, bas received by way of the Caucasus and Tiflis a report prepared by a number of Armenian leaders and Gregorian Bishops on the situation in Armenia. It took the messenger who had tho dociunont in charge nearly three months to get through the difficulties and dangers along the Turkish frontier, which was carefully guarded against all Armenians or Armenian sympathizers. The report, which fills thirty printed pages, is very carefuly prepared and gods fully into the situation. According to its authors, the 'Turks in Armenia, fearing European intervention, have abandoned the old practice of wholesale 3nassaere, but during the last year there have been clandestine exterminations, and most terrible persecutions, especially in the more remote provinces. Tito Turks openly boast that they have sworn to %vipee out the whole Armenian race slowly Jut surely. The document recites in :lentil various forms of persecution. It appears that the tax collectors seize the Itihabitants if they do not pay everything demanded. "Women aro taken through the streets with chains around their necks and kept for days without food. In some 'uses they are fastened to pillars, head liownwards. Freezing water is thrown over them, or they are beaten until the blood runs. In other cases their hands are tied behind their backs, and then cats, first made furious, are thrown into their bosoms. Often they are burned in various parts of their bodies with red hot irons, All the highways aro guarded so as to prevent emigration. Not a single cies Passes without our hearing of or witnessing somewhere within our unfor- tunate provinces Solna fiendish cruelty. The Turks and Kurds enter the houses of Armenians in ganga, bind the mon and then outrage their wives, sisters and daughters before their oyes. The docu- ment concludes with the despairing ory, "Our hope is dying out. God help us. May Europe have pity upon us." A. Mysterious Body. Niagara Falls, July 13. -lust after the Chippewa had made fast to the dock at Lewiston yesterday a body ryas observed by tine passengers to bo floating in the Niagara River, a few yards from the boat's bow. It had evidently boon in the water a long time, as it was bloated and bore other evidences of a long stay in the water. There was something mysterious about the corpse, as one aria was bound to a log with a heavy rope and the hand of the other' appeared to be badly lacer- ated. The body was left where it rose, ponding the arrival of the coroner. Death of lair. John Counter. Stratford, July 12. -Mr. John Coun- ter, one of the oldest and best known citizens of this oity, died hero on Satur- day evening. from the effects of sun- sbroko. With his wife and family he same from England about 45 years 'ago. He was an extensive real estate owner and had been a member of the `Town Coun- cil. A little son of Mr, Louis harp, Brant- ford, came very near being killed Sat- urday. Mr. Harp's son-in-law, Mr. Montgomery, was unharnessing a horse surrounded by a group of little boys, when the animal suddenly darted for- ward knocking young Harp off his feet and then trampling upon him. The child was frightfully injured.
