The Treaty Between Great Britain and the.
United Staten — Approved by Use Two.

Washington, D. C., Deo. 26. --As al-
ready outlined exclusively in the Associ-
ated Press despatches, the life of the
general arbitration treaty between Groaz
Britain and the "United States is pur-
posely made very short --only five years—
but this is with the expectation of a
renewal for a longer period if it shall
prove to work well, and: also to afford
easy opportunity for adoption. Its pur-
pose is to dispose peaceably and honor-
ably of such questions as arise between.
the United States and Great Britain,
and will not admit of adjustment by
the ordinary method's of diplomacy,
excluding questlous involving the
national honor. 'l'he personnel of the
Arbitration Commission is to be of the
highest character; men selected from
the judiciary of each country, in equal
numbers, three from each side, and pro-
vision is made against a failure through.
a tie vote, by the bringing in of.an
umpire. Neither the Venezuelan question.
nor the Behring Sea issue are to go be-
fore this commission, but its first work
probably would be to close up the Alas-
kan boundary controversy, and some
other open issues of minor interest, but
real importance,
Unlike the Venezuelan boundary
arrangement, this treaty must go to oar
Senate for ratification, and the House of
Representatives also will have opportu-
nity indirectly to pans upon it, for legis-
lation will be necessary to provide the
means to maintain the cornmzseion. The
fate of the project in Congress can only
be conjectured at present. Some fear is
expressed that the issue made by Sauce
tary Olney over the Cuban question may
somewhat jeopardize this crowning piece
of diplomacy by inviting criticism and
the display of ill -feeling on the part of
some Senators, who feel that their pre-
rogatives have been invaded. It is also
known that other Senators favorable to
the general project of arbitration have
their own peculiar ideas about the means
which they may attempt to carry out by
amendments to the treaty, If there are of
small importance, they may be accepted
by the Executive and by the British
Government, but the whole great project
of a general arbitration treaty is one
which diplomats feel must be entered
upon with the greatest caution, and the
agreement so far has been effected with
such difficulty that any considerable de-
parture from the scheme proposed by
amendments would probably lead to the
failure of the treaty, and thus give a for-
midable setback to the whole movement.

Judge Coxe, of Utica, Dismisses the Writ
of Habeas Corpus In Mrs. Stcrnaman's
Case.
Utica, Dec. 26.—Judge Coxe to-dag
handed down his deoison in the Sterna-
man extradition case. Proceedings were
taken under a writ of habeas corpus
to review the action of Commissioner
Joseph Fairchild, of Buffalo, in holding
Olive A. Sternaman for extradition to
Canada on the charge of poisoning her
husband, George W. Sternaman, at
Rainham, Haldimand County, on Au-
gnat 13, 1896. It is alleged the murder
was committed to secure $1,900 insurance,
which Sternaman bad taken out after
his marriage last February. Judge Coxe
dismisses the writ. All points of the
case except that of jurisdiction were de-
cided at the time of the argument on
the writ. Judge Coxe holds that the
officer authorized to conduct the proceed-
ings placed before the commissioners
facts sufficient to warrant action on his
part.

dressedwomen were driven by a liveried
coachman to the door of Justice Con-
nell, in Washington avenue, Belleville,
N. J.
The justice was asked for a private.
audience, and was greatly surprised to
learn the purport of their visit. He was
asked to draw up a pledge. The women
were mother and daughter. The elderly.
lady signed a pledge for one year and the
daughter for six months.

found it difficult to abstain. The women
bore marked evidences of culture and.
refinement. The younger lady was about
22 years old. The 'justice got a $5 bill

Hubert Crackenthorpo, who mysteri-
ously disappeared in ' Paris, committed
suicide on learning that his wife bad
commenced divorce proceedings against
him.
