London, Nov. 28.-A despatch frons
A1lahabad to the Times, on the breaking
of the drought, says; "The storm has
caused a rainfall right through Eastern
Rajputana,whicb has reached the west-
ern parts of the northwest provinces. On
Friday a good rain had fallen at Meerut,
and a fair rain at .Aga. This will be et
the highest value, as .Agra was suffering
severely from drought. There aro signs
that the rain will extend further. Here
the clouds have been banked up for the
last few days, but only a few drops have
fallen, though there were showers on
Saturday night further north. Tho fol-
lowing is an accurate view of the posi-
tion in the northwest provinces and
Otldh: The flret arca, where there is the
greatest failure of craps, has 25,000
square miles, with a population of 13,-
000,000. Here the famine may be acute.
Tho second area, where there is a severe
failure, covers 30, 000 miles, and the
population is 14, 000,000. The third area,
where there is a considerable failure, has
25,000 sqaure miles, and has a population
of 12,500,000.
"The divisions whieh•are worst off are
Allahabad, Luoknow and Falzabad, with
a portion of Agra not protected by irri-
gation. The remainder of the provinces
are those protected by canals, which do
not depend so much upon the rice crop.
Here there bas been little failure, though
the dearness will press heavily upon the
poorest classes of the Khalif. The crops
in the Meerut division are excellent, and
aro probably the best on record.
"As for the prospects, an inch 'and a
half of rain within the next fortnight
would reduce the difficulties by one-half
to throe -fourths. Favorable rains at the
end of the year would relieve from 4 to
8 per cent. of the population. Tho Gov-
ernment is preparing for the worst,
Should the drought continue until :luno,
prices would rtllo enornlansly high, but
the Lioutonent-Governor does not appre-
hend a complete faiiinra of supplies next
summer, as local stocks will be supple-
mented by imports.
"A significant indication of the fam-
ine conditions is that in certain areas
prices for fino and coarse grains are
closely approximating, So far the relief
organization is equal to the demands,"

Securing the Cargo of a Wrecked Propeller
—Tho Collector of Customs at Napanee
Retires.
.Kingston, Nov, 24, --Some ten years ago
the big propeller Ooonto, while on her
way to Ogdensburg, struck a rock shoal
near Thousand Islands park, and went to
the bottom. She was on a slanting bot-
tom at first, but gradually slid off, and
disappeared in deep water. She had quite
a valuable cargo on board, and an at-
tempt is now being made to secure it by
parties who are on the scene with a
steam barge and a diver. They are said
to be meeting with considerable success.
On Saturday afternoon the train which
carried the Ottawa football players to
Toronto also carried Burnett, the mur-
darer. He got on at Napanee. At the
station a good many friends said "Good -
by" to the prisoner. Among them were
a number of women.
The collector of Customs at Napanee,
Mr. George Elliott, retired from his office
to -day, having filled it efficiently for a
long period, in spite of the absence of
inspection since 1888. Tho recent coma -
plaint against bim was that dealers had
taken goods irregularly from bond with
the knowledge of the officers of the port,
a foot which Mr. Elliott did not report,
and therefore erred. Ho had allowed the
matter to rest, in expectation that an
inspection would soon take place, and
make the disclosure come at an oppor-
tune time for full investigation with all
the evidence at hand.
Dig hotel Sur Niagara falls.
Niagara Falls, N. Y., Nov. 24. --For
several days a quiet deal has been going
on under the supervision of the Hon. W.
C. Ely for the sale of the International
and Cataract hotel. the Casiono, and
several other pieces of valuable property
on plain street, across from the two big
hotels. With the exception of four pieces
of property on Main street, options have
been secured on all the property wanted.
On this ground a syndicate of New
York and English oapitaliats intend to
have a hotel after the style of the Ponce
do Leon in St. Augustine, Fla. It Is also
the intention to have a theater and other
attractions connected with the hotel, as
well as a big convention hall. To carry
out the project will take 82,000,000 or
more. There are good reasons for saying
that tho necessary money has been se-
cured, and that the deal has been virtu-
ally closed. When asked if it was true
the deal hacl been olosed, Mr. Ely said:
•' Yes; the deal has been closed."

Cornwall, Ont., Nov. 24.—Customs
Detective George Crites, Customs Officer
Cline and Officer Smyth raided a house
in the North Ward, occupied by about a
dozen Syrans, and seized four large
packs of cheap jewelry, silverware, and
knick-naeks, which it appears were
smuggled into this country from Ogdens-
burg, N. • Y., where they were supposed
to have been bought at a bankrupt sale.
The owners are Joseph Espor, Amhin
Hamsia, and a man named Coreo. The
latter acknowledged smuggling, and
on payment of the value of his goods
and the duty recovered them. Espsr and
Hamsia claim to have bought the goods
seized in Montreal. Detective Crites says
that a great deal of cheap American
goods wild throughout this district ,are
smuggled into the country above Pres-
cott.
Dropped Dead Out of a Buggy.
Owen Sound, Nov. 24.—Messrs. John
Galvin and .Inmos Thomson, both resi-
dents of this place, attended 0 dance .last
night at a farm -house in the township
of Sydenham, some ten miles from here.
While returning home this morning Mr.
Galvin fell dead from the buggy in which
they were 'riding. 1Jp to that time hehad
been in apparently good health. De-
ceased was about 30 years of age. It is
supposed that death was, duo to heart
disease. Coroner Allan Cameron has been
notified, and will hold an inquest.
