The Necessaries of Life Are Face, or Nearly.

Fair, Equitablc and Satisfactory One,
"The Canadian Liberal party bus our
heartiest wishes for victory in ,hle." So
says the New York Mail and ]Express, a
violently anti-British aucl anti -Canadian
paper.
"Tell rife who's your company, and I'll
tell you what you, are," is a good old
proverb•that is applicable in the present
instance. "Tie Liberals aro our friends," •
'says the Anglophobio journal, the New
York Sun. Tlie English -slaters of the
United States talk of "Our friends, the
Liberals."
There aro many reasons why the
United States should seek the aid of their
friends the Liberals.. Sir Richard Cart-
wright, at Sarnia, said that the Liberals
desired reciprocity with the United States
Any. man who reads the .newspapers
knows that the United States will not
concede reciprocity without discrimina-
tion against England. Will Canada ever
do this? No.
Does she need to do it!
No.
Remarkable Progress.
Canada's progress under protection has
been remarkable,
During the Grit period home produce
exports fell off aver 15; j millions; im-
ports for thonle consumption fell off over
47 millions, the total trade fell off 64
millions,
During the Liberal Conservative per-
iod the yearly average of exports - was
100 millions, and the total trade
was 234 Inillions.
Linder the Liberal Administration the
deposits in the chartered blanks and in
the savings banks; the amount of insur-
ance, the business of the post -office, the
use of railways, canals, waterways and
telegraph lines, all fell oil. Linder the
Conservative Government they have in-
creased hugely.
Customs in 1875 were $3.95 per head;
in 1895, $:3.47 or 48 cents per head less.
Excise in 1875 was $1.30 per head; in
1805 81.53. That is voluntary taxation
was greater by 23 cents per head.
Total taxation in 1875 was 85.32 per
head; in 1895 it was $5 per head; being
a reduction of 32 cents per head of the
population.
It is pleasing to note that voluntary
taxation was given the only increase.
The Iran who smokes his pipe; the man
who drinks his glass of beer, or whisky,
pays more by twenty-three cents than he
did under the Grit Government. Is not
this right? Tho non-smoker, the total ab-
stainer, is not called upon to pay any of
this tax. Tho Government has reduced
the imports on the necessaries of life. It
has increased those on the luxuries.
Could anything be fairer?
In 1882 the Government found that tea
and coffee were taxed. As the Minister
of Finance has pointed out; this was a
taxation which no man could avoid who
drank tea or coffee. It was a taxation
upon articles which wore not raised in
this country, and consequently every
cont of that taxation was paid directly
by the people who construed these arti-
cles. The same was true with reference
to an article which goes into the manu-
facture of common articles used by the
people everywhere -the article • of tin.
There was a duty upon that as well. In
18S2 the Liberal -Conservative Govern-
ment struck off entirely the duties upon
tea, coffee and tin: and from that period
until the present time there has thus
been saved to the people on these articles
alone the following amounts:-
On tea $11,034,030
On coffee 832,528
On tin 1,465,103.
Total $13,331,670
Every dollar of this amount has gond
directly into the pockets of the great
mass of the consumers in this country,
In 1883 the Government struck off the
duty upon bill stamps and the duty upon
newspapers -upon bill stamps a tax that
went into commercial transactions from
the highest to the lowest, and upon
newspapers a tax which was styled a tax
on information for the people. From 1883
up to date there have been saved to the
people on bill stamps alone the sum of
83,267,388, on newspapers the sum of
$613,864, or a total of $3, 881, 252 on these
two items.
In 1887 an agitation was raised, which
became successful, for taking the duty
off anthracite coal, which was supposed
to, and which did, bear heavily upon the
western provinces. Tile duty of 50 cents
per ton was taken off, and from that
time up to 1895, inclusive, the *amount
of $6,044,355 was remitted to the con-
sumers of anthracite coal. In 1890, be-
sides other reductions in the tariff, thorn
was a reduction of 10 per cent on com-
mon window glass, and 15 per cent. on
molasses, and on these two articles alone,
articles of c',mlhon consupmtion, there
has been sa'vud $521,755 to the people of
this country.
In 1891 the duty on raw sugar was re-
moved, and the duty on refined sugar
was reduced, and from 1891 to 1895,
inclusive, there was saved to the people,
in the remission of taxation on raw and
refined sugar, the sum of 819,851,995,
Andthat saving was upon an article
which goes into common and general
consumption.
111' 1894' a general reduction of the tar-
iff was made all along the line.
With these undoubted facts in mind,
how can it be denied that the Govern-
ment •of this country has been able and
efficient? It has been its,constant care to
adjust the necessary burdens of taxation
as to make the weight highest on the
classes who are best able to pay high
taxes.

One of the- mostcurious c r pus enemies of
British fresh water fishes is a a small
floating water reed -the bladder wort.

furnished with tiny jaws, seize upon the
little fish, which are assimilated into its

The jury at Leamington have found
that the body of the man washed
ashore there the other day is the re-
sult of a murder.
Raney Hope, the Indian, has been
sentenced to six months' imprisonment
for criminal assault on a little girl
named Effie May.

The four-year old son of Mr. Wm.
Wilds, of Merritoo, was burned to
death in the fire which destroyed his
father's barn the other day.
Fullerton: On Saturday while hunt-
ing sparrows, Alfred Ross, 12 year old
son of Mr. A. Ross, 12th coo., fell from
the purline plate in a high barn, and
fractured his log in two places. The
fracture was reduced and the little
fellow is doing well.
James Davis, of Hibbert, met with
-an accident at Eginondv isle the other
day. His rig collided with another,
and was completely wrecked. Mr.
Davis fortunately escaped unhurt. His
younger brother, however, did not fare
so well, having received a severe blow
on the side, which fractured a rib.
Brinsley: It is with feelings of the
deepest regret that we have to chroni-
cle the death of Mrs. John Burgess, of
the Sth con , McGillivray, which occur-
red on Thursday, May 21st, from can-
cer in the throat. The remains were
interred on Saturday afternoon last in
the Marr's Hill cemetery. The bereav-
ed family and friends have the sym-
pathy of the entire community in their
sad affliction.
Ephraim Earl, sr., of Blenheim, was
bitten on the hand by a cat but paid
no attention to it at the time, thinking
it but a slight scratch. Before night
the pain from the wound became severe
and intense, requiring every care, but
despite this the pain kept increasing,
the forearm swelling badly, while Mr.
Earl became feverish, requiring the
attendance of a physician. He does
not improve, and his recovery is doubt-
ful.

London, day `.x. -In the House of
Commons to -clay Mr. George, Curzon,
'Under Foreign Seorvtury, Bald in reply
to a question by. Mr. Henry Seton -Karr,
Conservative, that the relations control-
ling the fur seal fishery in I3ritish Co-
lumbia waters were in some respects con-
trary to the recommendations of the re-
cent fisheries commission, but steps were
DOW being taken to inquire into the ad-
ministration of the regulations.
Mr. Chamberlain, Secretary of State
for the Colonies, announced that the
Colonial Office had received a telegram
from President Kruger of the Transvaal
Republic stating that the- jail regula-
tions would be immediately modified so
as to increase the comfort of the Reform
Committee prisoners,
Tho ,house of Commons, in Commit-
tee of the Whole, sat all night, discussing
the agricultural ratings bill. After the
debate had lasted until a quarter after
three on Friday morning, closure was
adopted. Mr. Chaplin, President of the
Local Govenrment Board, and introducer
of the measure moved that a certain
clause of the bill be put to a vote. This
was done, and the vote was challenged,
whereupon a division was ordered. Sev-
eral members of the Opposition refused
to withdraw for the division, and the
Chairman, Mr. James W. Lowther, then
summoned Mr. Gully, the Speaker of
the House. The latter attempted to in-
duce the recalcitrant members to take
part in the division, but they persisted
in remaining in their seats as a protest
against the measure, which,' they de-
clared, they regarded as a legalized rob-
bery. Mr. Gully then "named" Messrs.
David Lloyd -George, member for the
Carnarvon district; John H. Lewis,
Flint district; John Dillon, East Mayo,
leader of the anti-Parnellites; Dr.
Charles Tanner, middle division of Cork,
and D. L. Sullivan, south division of
Westmeath. After they had been
"named," Mr. Arthur Balfour, First
Lord of the Treasury, and Government
leader in the House, moved that they bo
suspended for a week. Prior to a vote
being taken on Mr. Balfour's motion, it
was ordered that the House be cleared.
All the members withdrew, with the
exception of Messrs. MIchael Davitt and
Daniel Macaleese, members respectively
for South Mayo and North Monaghan,
who retained their seats. The Speaker
appealed to them to withdraw, but they
refused to do so. Mr. Gully then directed
the Sergeant -at -Arms to remove them.
This was a mere formality, and was
effected without resistance. Then the
House reassembled, and Mr. Balfour's
motion was adopted by a vote of 209 to
58.
Sir William Vernon Harcourt, the Op-
position leader, then reeved to report
progress on the bill. After seine discus-
sion of the motion Mr. Balfour moved the
closure. 11ir. James O'Connor, member
for the west division of Wicklow, then
imitated Mr. Davitt and was also re-
moved from the House by the Sergeant -
at -Arms. The closure motion was then
carried, and Sir William Harcourt's 240-
11on was defeated by a vote of 200 to 70.
