Your committee beg to submit a wes
port of the business transacted by thew.
siece last council meeting,.
Your committee advertised for teele
tiers for the ereetiou of a barn as per
your iustructions, and received in az
12 tenders, the lowest being Alexandee,
MeBeath, of Stanley, for 8821; who wee
awarded the contraet. Before McBee,*
signed the contract, he stated that at
had made an error in copying liis ese-
mated cost of the same to the amettien
of $80, and. after znatters were explaite-
ed the committee think that if the come..
cil cushier it advisable, we would tea
commend the amount be paid (if the
contract is otherwise satisfactory) when
the contract is completed
Your committee let the coetracc fcre
the windmill to Goold, Shipley & Mat
Co., for the sum of $95, and pmnp
Jacob Sliller for 820, and a Parker eyl-
inder for $8. The mill and pump have
been erected, and your committee are
informed that they are giving geed s
satisfaction, and would recommend the
payment of said contracts.
The architects, Fowler & Fowler eic
March 29, gave an estimate to the con- .
tractor of the House of Refuge for the
sum of 81,800 being the centage that
he was entitled to uuder the contracts
the estimate was signed by the chair-
man of this committee and peicl:on the
order of the wardeu.
Your committee revised the rules
and regulations and. proposed bylaws
submitted. to them last January, and
referred there to Dr. Chamberlain, In.
spector of House of Refuge, who, we
pleased to say, approved of them (save
the clause referring to children, which
was struck out) as the Legislature hag
passed an act during the last sessiou.
forbidding the keeping of children ie.
such places. Your committee had the
rules and.regulations revised and. ap-
proved of in ample time, that they
should have been in the hands of every.
member of this couneil by- ist of May
last, and are very sorry the printer de-
layed the matter so long.
Your committee wrote eo all sinailax
institutions, and fled that all the ex-
penses of maintenance of Inmates are
borne by the county. In view of the.
fact thet the House of Refuge will he
completed before another session of tbie
council, and that the same will have tcs
be furnished, your committee would
ask this council to grant them pewee
to purchase all furniture, beds, bedding
kitchen utensils. and, so far is pretties
able, the same shall be done by tender..
That a tablet be placed in the hail. -
way of the house, and in the corridor
of the house doors be placed so as te
effectually separate the sexes.
The goal inspector having demanded
that bath rooms and closets be placed.
on each at of the building, your cone-
mittee have directed the architects tea
have a consultation with him and try
to Manage that the bathroom on the
first fiat should be moved to the upper
story. We are Wormed that the addi-
tional requirements would cost above
$280.
Totir committee have asked the arch-
itects to oversee the building' of dee
barn. We recommend that they attend
to the matter and be paid 812 for the
same.
At a meeting. in Clinton we agreed
with the contractor of the barn to put
the foundation deeper and agreed te
pay hisn. $15 00 for said work.
We would further recotnmend that,
the clerk consult a number of book bin-
ders, or present contractors for station-
ery as to the cost of bboks and registees
required. for Ilouse of Refuge., and in
conjunction aith the Inspector order
the same for completion in time for the
opening of the building.
Your committee- would request pOwer
to make arrangements with the town,
of Clinton, for lighting the House of In-
dustry with electricity, and further
make arranc'e0)00tS for telephone cone
nection witlithe building. Submitted.
