MONTBBAL, Feb. 19. -There is trouble
brewing ia the Wesleyan college here,
which inay or may not assume serious
proprrtions. The board of governorshave
appointed a Mr. Harris to the chair of

for his appointment. Tho students and
professors object strongly to the appoiut-
ment. It is represented that Mr. Havris'
standing in the col Lege is no higher than
many of the students whom he will be
cafled upon to teach. The professors say
that he is not fit for the position. .A. moot-
ing of. the students and professors was
held on Saturday, and a requisition was
sent to the board asking the cancellation
of Mr. lianas' appointment. One of the
professors stated that he will resign unleee
the requisition is granted.

,• THE FIGHT IN TORONTO.
The Trouble at 'Varsity Assuming a Ser -
bus Aspect.
TORONTO, Feb. 19. -The trouble between
the students of the University and the
senate authorities, which has been sim-
mering for some time, and which reached
a climax on the dismissal of Professor
Dale last week by the Ontario Government,
is becoming one of unusual importance.
The stnclents of the University have in-
stituted a boycott, and positively refuse to
attend the lectures until such time as they
consider their rights have been fully re-
cognized.
• Of the 700 students registered only five
were in attendance at lectures yesterday.
There never was so much excitement in
University halls. A large number of stu-
dents were in the lobbies, anxiously dis-
cussing the situation and the probabili-
ties. One thing seems certain, and that is
that those who are attending lectures will
not have many additions to their numbers.
They are looked on with scorn and are
tailed by the name of traitors. No one
cares to emulate them or follow their ex-
ample. There was but one man at a leo-
ture between 9 and 10 o'clock and.he was
a freshman in pass mathematics. Two
men will attend lectures in third year
classics. One man will go to the classical
lectures, one to fourth year moderns and
one to third year moderns. The students
are making no effort to forcibly prevent
students from attending lectures.
A. number of occasional students. ladies
from the city, who take English lectures
from Prof. Alexander, evidently not un-
derstanding the signs of the times, were
present at Prof, Alexander's lecture. All
the professors are in attendance, and wait
for a short time for students, and when
none put in appearance, adjourn the meet-
ing. The president is in the betiding, but
has done nothing, and has not even put in
an appearance, but remains quietly in his
own room.
Prof. Hutton is endeavoring to have the
Classical Association meet and disclaim
their part in the boycott. Only two of the
entirefour years,with about fifty students,
favor such an action. There is not the
slightest sign of the students weakening,
and from the encouragement they received
yesterday they will keep up the fight
with greater zeal.

A. St. Catharines Man Adopted This Dis-
guise to Find His 'Erring Wife.
Si. LOUIS, Feb. 19.-I. A. Turner, of St
Catharines, Ont., who was stylishly dress-
ed in female garb was refused admission
to the Planters Hotel yesterday when his
sex was discovered.
Turner explained that he was searching
for his wife who eloped from St. Catha-
rines six weeks ago with a commercial
traveller and that he had traced the pair

have to announce this week that a

Mr Harry Abell, has departed this life,
he died on the Sth inst., after a linger-
ing illness at the residence of his sister
in law who attended to him with care
in his last sickness. The funeral took
place on Sabbath last, the Ancient Or
der of Forresters, of which order de-
ceased was a member, turtling. out in
force to pay the last tribute of resp,set
to their brother. His mortal remains
were laid to rest in the Maitland Bank
cemetery. Mr. Abell was a native of
England, but had been a quarter of a
century in our town, hence he was
known to almost every person in it

wife nor family to mourn his loss. The

BROCKVILLE, Feb. 19. -The much mar-
ried woman, Mrs. Dempster, or Dowsley,
wall spend the next two years and six
months 10 the Riugston penitentiary as a
result of her matrimonial adventures.
Mrs. Dempster, it will be remembered,
pleaded guilty to a charge of bigamy some
time ago, and the case has created wide-
spread interest through the issues and
charges against other people that have
arisen from it. • The date for prononticiu,g
sentence in her ease was fixed several
times, but it was always postponed pend-
ing aa investigation of the other cherges.
However, yesterday Judge McDougall
was in a positipn to piss sentLnee, mid in
doing so, with an evident refereuce to the
leniency showed Wilson on the couspiracy
charge, lie intimated that the sentence
was 0 just one for her own offences, and
she was not being made a scapegoat of for

LONDON, Feb, 19. -The Nouse of Com-
mon § last evening. rejected by a vote of
297 to 288 Joseph Chamberlain's amend -
Meat declaring it to be against publio in-
terest that the time of the House be wasted
upon bills which, the ministers admitted
would not pass, when measures involving
grave constitutional changes which should
be considered without delay had been an-
flounced.
Sir William Harcourt, Chancellor of the
Exchequer, looked after the•Goveruraent's
interest in the debate preceding the divi-
sion on Mr, Cliembeviain's modem. He
referred to the Conservative demand, last
voiced by Lord Salisbury on Saturday,
that the Government appeal to the coun-
try on the home rule issue alone. There
never had been, be declared, and there
never would. be, a general election with a,
single issue. The ministers regarded
themselves as absolutely bound until con-
demned by the House of Commons to pro-
secute the policy which they had been de-
legated to carry out.
Arthur Balfour, the Unionist leader, re-
plied.
After the division Sir William moved
the closure of the debate on the address.
The motion was carried by a vote of 279 to
271 and the address was agreed.
' In the Commons yesterday Mr. Sydney
Buxton, Parliamentary Secretary for the
Colonial Office, replying to Mr. Stanley
Leighton, M.P. for Shropshire (Conserve -
Live), said that the Government had under
earnest and active consideration the ques-
tion of appointing colonial judges to the
judicial committee of the Privy Council.

Cahill, acting for the Toronto, Hamilton
& B affair) Railway Co., have issued a writ
e writ against the Spectator .Printing Co.
for 890,000 for alleged Libel. Ile action is
.based on two articles which itppeared in
the Spectator on January 11, a day or two
after the collapse of the Binkley Hollow
bridge. The articles described the road as
being built in a cheap and =safe manner
and insinuated that the whole road was
being constructed bn like way. Notice of
the action was served some weeks ago.
The case will probably come to trial at the
April assizes.

end, and it is now swelling louder than
ever. A delegation is novv being seleeted
by the idle workingmen to go before the

that soup kitchens be opened immediately.
Xt is stated that there are over 1,000 idle

who find it impossible to get anything to
do and whose families are actually on the
verge of starvation.

Foreigners Played on Parole -Admiral
Ting's Body Saluted.
New YORK,. Feb. 19.-A despatch to the
Herald from Wei -Hai -Wei says: The ne-
gotiations for the surrender of .the naval
stronghold of Wei -Hai -Wei have been
completed. The Japanese took possession
of all the guns of the forts, the ammuni-
tion and the Chinese warships. The crews
of the vessels were set free and the Chinese
soldiers and sailors taken to the Japanese
lines on the Shantung promontory and
there set free along with their officers.
The foreigners who assisted the Chinese
at the defence of Wei-Hai-Weiwere taken
10 11 place some distance away, where they
will be placed on parole, not to resume
military or naval positions in China. It
was a Chinese officer, and. not a foreigner,
who, after the suicide of Admiral Ting
and General Chang, arranged for the sur-
render. Nanghai is in pessession of the
Japanese.

damaged a number of houses, and injured

A despatch from Shanghai to the Pall
Mall Gazette says it is asserted England
and Russia have offered to meditate be-
tween China and Japan. It is reported in
Shanghai that the Foreign ministers in
Pekin have ordered the Legation Guards,
composed of sailors and marines from the
warships attached to the Chinese stations,
,to report to the respective legations in
Pekin at once. These guards have been
awaiting orders in Tien Tsin for some
time.
The Central News correspondent at
Chee Foo says : The foreigners who were
taken prisoners at Wei -Hai -Wei with the
one exception of Howie have arrived here.
The steamship Kangchi brought the bodies
of the Chinese naval officers who commit-
ted suicide. The Japanese saluted the
Kangchi, bidding a solemn and reverent
reamwelt to Admiral Ting's body. The
Chinese were greatly impressed. The
Japanese will not come to Cnee Foo.
Junks brought the Chinese soldiers from
Wei -Hai -Wei to this port.

MONTREAL, Que., Feb. 19.--Hori. Wilfrid
Laurier, leader of the Liberal party in the
Dominion, addressed a Liberal meeting of
nearly 10,000 people at Sohmer park last
nigh t,
Mr. Laurier, who spoke in French, dealt
with the minor issues before the electors,
covering the same ground as already
covered in his previous speeches. He scored
the Government for not announcing, its
decision in re,gard to the general elections
and challenged the ministers to make
some announcement of its plans. Regard-
ing the Manitoba, school question, Mr.
Laurier said the Government was evident-
ly afraid of it. It was a question that had
to be settled,, but it required men of coun
age to settle it, and the only policy that
the Government seemed to have was oue
of procrastination.
Mr. Laurier said that his attitude in
this question was what it had always been.
Ho had frequently .said, and he repeated
, it, that if the schools were Protestant, LIS
had been represented, it was an outrage
on the Catholic minority, and justice de-
manded that the question should be set-
tled as speedily as possible. He promised
that if the Liberals were returned to power
they would see that justice was done to
all. Mr. Laurier also denounced protec-
tion, which he claimed had been an injury
rather than a blessing to the country.
Mr. H. G. Joly endorsed Mr. Laurier
and speeohes were also delivered by 'Messrs.
Tarte, Devlin and others.
