to hear eppeals, and after the roll is certi-
fied to by the County Judge no change can
be made. Any member of the council
board who votes for refending any portion
of a person's tax cen be held personally
liable for the arrsouut so refunded. The
council, however, have the power to make
charitable grants, and where a person is
knot= to be in need of aasistance, a BUrn
equal to the amount of taxes is often voted
as (Meaty, but if a perton is the owner of
property againet which taxes can be chug
ed, it is very deubtfid if such person can
be considered a fit subject of charity.

It would appear that Exeter is to have
two grist mills ; at least indications so
point at preeent. Messrs Emery & Brown
having received their insurance moneyq
sae making preparationa for the erection
of a mill on the old site ; while an agi-
tation is on foot among some of the buai-
nese men to have a second mill built at
the south end of the village, and to that
end some $1500 have been subscribed as a
free grant for the purchase of a site and
the erection of the foundation for the
building. The mill, we understand, is to
be owned by Mn A. J. Rollina and ano-
ther person whose name is withheld at
present. As to whether the project will
n.aterialize it is uncertain, hut it is pos-
sible. The petition reads that the site sel
ected shall be south of the town hall. It
might not be out of place to here suggest
that while the publie.spiritedness is rife
let a strong effort be made to form a com-
pany to operate the foundry. While the
mill might be a boon, the foundry would
surely be a greater one.

The Ottawa Citizen has come to a setele-

In a railway wreck near Ottumwa, Ia., a

burnt to death.
The steamship Canadian, from Baltimore,
which arrived at Glasgow, lose 50 head of

It is expected that from $.300,000 to$400,-
000 will go into the Georgian Bay district
for apples this season.
The steamer City of Lincoln, from Mont-
real for Liverpool, lost 117 cattle and several
hogs owing to rough weather.
A large European produce firm are about
to establish a big pork -pecking and pro-
duce-shippiug establishment in London,
Ont.
Dr. Dillabough, of Hamilton, charged
with attempting to defraud the heirs of the
late Mr. Sharp out of $2,000, was commit.
ted for trial.
The North British Agriculturists, Edin-
burgh, says that in Britain no pleuro has
been found in Canadian cattle, and. that
the disease does not exist in Canada.
The naval train, with sailors for the
British warships on the Pacific coastearrived
at Vancouver at midnight on Monday,
seven days and six hours from Halifax.
The representatives of a large product
establishment in London, Eng., are in Lon-
don, Ont., considering the advantage which
that city offers for the opening of a, branch
business,
President VanHorne, of the C.P,R., con-
firms the statement that a fast Atlantio line
will be established by that company, and
stated that a line to Australia is alto con-
templated.
The steamer Dracona, from Montreal, ar-
rived at Liverpool. She reported having
had. a terrible voyaeo. She lost 170 head
of cattle. Captain Thompson and the mate
were badly injured.
The propeller Acadia, with wheat from
Fort \Valiant for Montreal, ran on the shoal
at the head of Garden Island on Saturday,
but was got off after assistance had been
sent from Kingston.
The jury at the inquest as to the death of
Tieknor, who was shot in a row in
Toronto on Thankseiving night by Police
Constable Campbell, rammed a verdict of
"justitiable houncide,"
In answer to a request to run a boat to
Hamilton, the Richelieu and Ontario Navi-
gation Company replied that it could not do
so without building a new boat, and this it
was not prepared to do.
At the school teachers' convention in To-
ronto the president was authorized to ap-
point a committee to report to the advisa-
bility of introducing agriculture into the
public school currienturn.
Owing to the competition of the Florida
phosphate milees and the small demand, the
result of agricultural depression in Europe,
very little phosphate is being taken out of
the mines inOttawa county.
On Friday afternoon, the United States
special agent at 13oston seized aconsignment
of eggs from St. 'Mary's, N.13., because with
the eggs were three hundred. pairs of socks
which had not been entered.
The election protest against the return of
Mr. Arthur Boyle, member for leronck, was
called for trial at Cayuga ou Saturday. The
petitioner having stated he had oo evidence
to offer, the ease was dismissed.
The Soo line is to be extended from Val-
ley City, N.D., to the Canadian border,
where it will be met by e C.P.R. extension
from Regina. This will form the shortest
route to the Pacific coast from St, Paul.
This Presbytery met in Caven church,
Exeter, on the 8sh inst. Rev. J.Sirapson,
Moderator. A committee composed of
Revs. Messrs. Fletcher, _McLean, Ander-
son and Simpson was appointed to visit
Bayfield and adjoining congregations in
reference to a re -arrangement of the field,
and also to correspond. with Maitland
Presbytery in regard to Leebuin being
connected with Dungannon. Messrs
Hama ;on and McPherson were appointed
auditors. They reported afterwards that
the Treasurer's booke were correctly kept.

the purpose of addressing congregations on
IVIiesiona. Messrs. Martin and Hamilton
were appointed to address the Women's
Missionary Auxiliary at the January meet
login Goderich. The Home Misaion and
Augmentation funds were especially com-
mended to the liberality :of congregations
for the present year Mr. Simpson re-
ported that he had preached at Bayfield
Road and Bethany, vacant, and asked
leave to moderate in a call in the same.
On account of the propoeed arrabgettene
of these congregations, this was not grant-
ed. Mr. Musgrove, Treasurer, reported
regarding the finances of the iresbytery
The report was received as satisfactory. A
motion was peased regarding the death of
the Rev. Geo. Needham, of Egmondville,
recognizing the sovereignty of God in the
matter, and the promising usefulness of
the departed brother, and commending his
widow and congregation to the comfort of
the Almighty in their great bereavement.
Rev. Mr. Musgrove was appointed to
declare the congregation of Egmondyille
vacant arid to act as moderator of the sea-
son during tthe vacancy, Goclerich was
appointed as the next place of meeting.
An earnest discussion took place cm the
relation of Christian Endeavor Societies to
the Church, and a committee was appoint-
ed composed of Messrs. McDonald, Simp-
son Musgrove and Henderson to consider
the matter and report to next meeting of
eabytery. An adjournment then took
place.
A lob of New York women have just de-
cided that no man has a right to marry on

Mr -Robert Ross of McKillop has sold,
his 100-aore farm to Mr. John Little for
64,700. Mr. Little has a good farm, and
he is just the Mall that will soon make it

Mr, Robert Turnbull of Meldillop met
with a very painful Accident on Monday
afternoon. He was at Seaforth station

to the ground he dislocated hie shoulder,
Mr. Chas. Barker, the well-known horse
trainer, died at Seafortla on Monday. He
has been ill only a few days, Typhoid
fever was the cause of his death. He was
a stout, full-blooded man and the fever
took a terrible hold on him and ditcits work
rapidly.
The British Exchange Hotel, Gabriela
has been sold to Mr. Harry Garbutt, a
well-known resident of Wingham, who
will take possession on Monday next.
The Price including the furnishing and
hotel appointments, was $7,000. Alegre

to the relief of Miss Laura Gordon, the
young woman whose name was so closely
associated with the story of the orphan
child, Ellen Loomas, and her struggle of
over a year with wasting and trying

desirability of prohibiting immigration for
three years.
Dr. Nansen, aided by the Norwegian
Government, will shortly start with ten or
twelve men and provisions for five years,
on an Arctic voyage to discover the elusive
North Pole.
The French forces have captured Cana, a
short, distance from Abomey, the capital of
Dahomey. The capture of this town is
practically the end of the campaign against

Sir Charles Tupper'e negotiations in Paris
for the conclusion of a commercial treaty

The steamship Empress of Japan sailed
from Vancouver on Saturday for the Orient.
She had 33 first, six second saloon passen-
gers and 330 Chinese. Also took 60 bags
mail and 1,300 tons cargo, principally flour.
What looked like an iron pot was found
in the front of the Carmaux Mining Com-
pany's offices in Paris. It was taken to the
police -station and while being examined it
exploded, killing four men, wounding many
others, and reducing the police station to
ruins.
The overdue National line steamer Eng-
land is repotted by the Teutonic as seen in
mid -ocean, disabled and rolling in the sea
without steam up on November 4. Her
engines had broken down on October 29 and
her men had beetruing to repair them eve'

Miss Margery Mulherop, third daughter

An Accident occurred at Orrai planing
milt, Stratford, on Monday morning, whiali
narrowly escaped being fetal to tvo well-
known Stratforditee, James Douglas was
engaged in turning a sand drum, a built.up
wooden cylinder, when his ohisel caught in
a nail or knot, resulting in the burattug of

The drum, which was about three feet 10
diameter, was driven at about eighty revol-
utions, and it is a wonder that one or both
of the victims were not instantly killed.
