Cur esteemed coditemporary, the Lon-
don 4 aver, sc:r plaices the following an-
nouncement in au article upon Mr.
Laurier and elle leadership of the Lib -
;gal opposition:

nil•able cffeet. It has enabled the Lib-
eral leader to conserve his health,which
is none too strong, and it has developed

able and eloquent statesmen" Just
imagine ono of the "detailed." becoming
fader, with a table -napkin policy! Or
another; advocating reduction of scul-
lery' expenditure! Or a thud, ,scream -
for reform in cab -hire, making it a pen.

office ! Or a fourth, delivering philip-
pics against luncheons at the Privy
Council office! Or a fifth, declaiming,
sn a bulging mouthful of soprano a-
gainst the reckless policy of carpeting
the department of a Minister of the
Crown! Ancl this is no fanciful picture
of the ordinary run of debates conduct -
cd by several of Mr. Laurier's"gifted
lieutenants." However, perhaps time
and opportunity will improve them,
end they may realise that while advo-
eating the saving of a few do]lars,hun-
dre1s are being wasted in useless and
=necessary controversy upon ques.
Mons of no moment whatever. The
•feature in the statement, of value, is,
that Mr. Laurier,by this system,length-
lened the sittings of Parliament just
one month, Another feature is, that
the true inwardness of "Liberal" ob-
jections to Mr. Boake, become apparent,
He did all the talking, and never gave
the boys a chance to squeeze a word in
edgewaY s! So, Mr. Blake talked him-
self into the leadership, and forthwith
talked himself out of it! Mr. Laurier,
conversant with the secret motive, now
Ratters his supporters, and gives them
"special subjects" -uniting the. import-
ant duty of pedagogue with that of
party leader! Now, you galaxy of
brilliant young lieutenants, don your
:armour, and each session we will w el.

THE BANDIT PRO G RJ JI MIE.
Mr. Alercier':, bandit programme, is
no more palatable to thinking Liberals
than to thinking' Conservatives. The
nauseous dose he offers in lieu of states-
manship, the bold policy of plunder en-
ltn.ciated, meets with rebuke all along
-the line. No more healthy symptom
has been observable in Canadian polit-
ical life since Confederation, and it
must be patent to every fair minded
Observer, that the Quebec Premier has
done more harm to his party by his re-
cent banquet utterances than years of
departmental and legislative industry
can possibly counteract. The Globe
deserves credit for outspoken criticism
upon the preposed Provincial combina-
tion. It says:
"Tbe apppal to the Federal treasury is bad
for the ppu ,lie morals and bad for the pablie
spirit of'the community."
1Ve do not purpose to deal with the
Globe's repudiation of Mr. Mercier's
suggestions in a spirit of censorious
criticism. It voices national sentiment,
propounds constitutional precepts, and
openly declares against encroachments
x(pon the provisions of the British North
America Act. The Montreal TVritnaess
too, is no less candid, when saying:

Mercier's rale since the conference, that
shameless extravagance. bare -faced corrup-
tion, and the purchase ofpnwer, from what-

Mr. Mowat cannot escape responsibil-
ity for the aggressive action of Mr.
Mercier. He knew his name, was a
'w;are of the bold effrontery of the Que
tee Premier; vas" conversant with the
fact that duringa'grave crisis in. Can-
ada's history, Mr. Honore Mercier util-
ized the eceasion to promote his politi-
calfr .

mises, obligations, ostlers -in council,
and the men who hold his acceptances,
so to speak, will demand ilnllediato
payment. Hence, it is reassuring to
find a healthy public s,lntiulent rebel
ling against Mr. ?,lereier's contemplat-
ed invasion of the Federal Exchequer;
reassuring, because proving that,.
should the necessity arise, Canadians
irrespective of partisan considerations,
will uphold any Government ageinst
the insidious Weenies of reckless politi-
cal gamblers. The machinations of
plausible tricksters, the intrigues of
powerful demagogues, at all times
prove disasterous to the ship of state,
and the public man who, intent upon
accomplishing his de,sigas or maintain -
in„ • a position of prominence, permits
personal ambition to mislead a nation,
is as culpable and as crilnlnal as the
wrecker who steals to the top of a cliff
and places thereon a misleading Bang
er signal. If Mr. Mercier bo not guilty
of jeopardising the present and future
prospects of the Province of Quebec, by
what term could his conduet be char.
aeterized? He is either playing the
role of a demagogue or deliberately
formulating the policy most likely to
create discord, discontent and disap-
pointment in ono province, that it may
react upon those who are the guardians
of Federal interests, In either case, he
is committing an offence against the
people of Canada, and more particular-
ly
articularly injuring the province now under
his control. Mr. Mercier has always
been a soldier of fortune, and the sud-
den, as well as unexpected and unan-
ticipated elevation he attained, warped
his judgment and dwarfed every high-
er intellectual faculty. Instead of
striving to be a law -maker, he has de-
cended to the unenviable.: level of law-
breaker. Such a state of moral and
political obliquity, presages trouble to
himself and disaster to the Proyince.
These are unwritten laws, compacts of
honor between man and man, duties
of statesmanship towards the common-
wealth. These should be inviolably
maintained, more particularly when
crystalized into legislative enactments
and made permanent by the sign-mau-
ual of the Sovereign's represeiltatiye.
Has Mr. Mercier acted up to this stand-
ard ? Has he striven to elevate the
tone of legislative action? Has he en-
deavoured, by example, to create self-
reliance in the rank and file of any
particular class? Certainly not: on
the contrary, his appeals to prejudice,
his attacks upon every constitutional
safeguard; his attempted innovations
upon well-defined powers of the Feder-
al authority -all tend to prove that
the prosperity of the Province of Que-
bec is regarded by him as of minor
importance, in comparison with self-
interest and self-aggrandizement.
