County council briefs County approves apartment rate increase The rental rates at the Highland and Heartland Apartments will increase by 2.1 per cent the beginning of the year. County council approved the recommendation from the agriculture, public works and seniors committee at the Nov. 30 meeting. The service cost package, now known as the Age-In-Place program will also increase by 2.1 per cent. *** Chief administrative officer Larry Adams said that the county had a mock disaster with the scenario of a pandemic in the county. “There were enough wrinkles thrown in to make life interesting,” he said. *** Rental rates for the Town and Country office space will increase to $160.67 per month per location, effective April 1. *** The fund for treatment carts and locks in the 2005 budget for Huronview will be redirected toward the purchase of a Q-Foam chair for palliative care residents as new treatment carts are not required at this time. *** The rental rates for the County Homes for the Aged van will be changed to 38 cents a kilometre for in county and out of county trips effective April 1. *** The county’s emergency medical services will enter in dialogue with the five hospitals, the facility operators’ group and London CACC to develop a common approach to resolve the non-emergency inter­ facility patient transfer problems in the county. Questioned by Huron East counciller Bernie MacLellan as to whether this would mean a change in staff that might affect the budget, David Lew, manager of land ambulance operations replied that was not expected to happen. *** A deployment strategy will be developed to reduce the number of emergency vehicles out of the county at any one time for non- emergent transfers to one. South Huron councillor Rob Morley wondered if this had been an issue or if it was just a housekeeping detail. Lew responded that it was both. He said that recently two ambulances were transfering to London and one to Kitchener at the same time. “So it’s housekeeping, but if we can reduce that to one, it would be better.” *** The necessary funds will be made available from the budget to supply the forest conservation bylaw officer with appropriate county identification. *** Director of planning Scott Tousaw informed council that the county had recently won an appeals challenge at the Ontario Municipal Board. Tousaw said the applications had been to change the designation and zoning of property on the north side of Long Hill Road and south of the Bayfield River to allow the construction of four additional residences below the “top-of-bank” of the river. Both the Municipality of Bluewater and the county denied the applications and the owners of the property appealed to the OMB. The hearing was held Aug. 15-19 and a decision was reached Oct. 26 dismissing the appeal.*** Tousaw told council that Ontario’s West Coast was featured in a nine- age article in the October edition of Outdoor Canada. It was an article comparing the west coast of Canada with the west* coast of Ontario. The Maitland River section featured a trip guided by Mike Verhoef of Fly Fitters near Benmiller.*** Dr. Beth Henning, medical officer of health for Huron has been appointed to the infectious disease advisory committee.*** Beth Ross, county librarian responded to positive comments regarding the switch to the Unicom computer program. The system allows people to access the library’s books on-line. Stating that the move was part of a major initiative to take the library to the rural areas, Ross said, “People are using it — heavily. It was expected.” She quickly noted, however, that this shouldn’t lower the number of people coming into the library. “People still have to pick up the book at the library.” *** Looking at the length of the library board meeting, Ashfield-Colborne Wawanosh councillor Neil Rintoul questioned whether it might not be better to meet bi-monthly and save some money. Ross explained however, that under the Library Act, the board must hold 10 meetings a year.
