County
approves
Best
Start
By Bonnie Gropp
Citizen editor
Huron County councillors
approved the Best Start Network
transitional plan at their Nov. 30
meeting, but not before some
comments from Huron East
councillor Joe Seili.
Best Start is to increase the
licensed child care spaces, both
centre and home based, with
priority for children in kindergartent
during non-school hours and to
gradually expand licensed child
care and subsidies for children up to
four years of age.
Seili, however, said he felt things
were missing from the report and
expressed concern that the 100 per
cent funding from the province
might not last.
“Is there any way to cancel this
service?’’ he asked.
John MacKinnon, social services
administrator said that Best Start is
a 10 year project, the first five of
which have been guaranteed 100 per
cent funded.
“So what happens when it’s 50/50
after five years,” countered Seili.
“The understanding is that it’s
going to be 100 per cent. Other
child care programs are 80/20 on the
program side.”
Warden Doug Layton questioned
whether the program wasn’t
mandatory. MacKinnon said that if
the county chose not to administer
it, the province would probably find
someone else.
Bluewater councillor Paul Klopp
pointed out that this council needed
to only concern itself with the
present.
“If five years from now, they puli
the funding, the council of the day
will make the decision on what to
do. I would certainly hope they’d
lobby for 100 per cent, but at the
end of the day it’s council’s
decision.”
The report was approved.
