North Huron council briefs
Blyth water rate increase angers resident
An irate ratepayer who had written
North Huron over the increase in
Blyth’s water rates did get council’s
sympathy, but no satisfaction.
Responding to the letter at the
Sept. 19 meeting, councillor Archie
MacGowan said “Unfortunately, we
are going to have people upset.
Rightly or wrongly the water rates
didn't increase (since 1992), and the
costs of maintaining the water
system, as everyone knows, have
gone up exponentially since
Walkerton.”
Blyth rates as of the beginning of
August increased by $10 a month.
The ratepayer in question owns
residential, business and rental
properties.
The increase on her statement, she
noted, was $120.
Kdgn registration moves to fall
A new initiative for future
kindergarten students takes place
this fall for children eligible to
begin school in September
2006. Kindergarten registration
across the district is moving to the
fall from its traditional time in the
winter.
Registration for the 2006-2007
school year will take place from
Nov. 1-18.
Children who are three years old
by Dec. 31 are eligible for junior
kindergarten in 2006. Children who
are four years old by Dec. 31 are
eligible for senior kindergarten in
Clerk-administrator John Stewart
was instructed to draft a letter
explaining the reason for the
increase.

Council declined the opportunity
to accept a recommendation from
the public works committee for the
purchase of a used truck at the
county auction.
The suggestion was for the old
one-ton from East Wawanosh to go
to the landfill site, and the one-ton
from Wingham go to East
Wawanosh. The newly-purchased
truck would be for Wingham.
Councillor Murray Nesbitt stated
immediately that he was not in
favour of the purchase, questioning
the need for the truck.

The new fall registration will
include developmental screening.
The purpose of the screening is to
help parents assess how their child is
developing.
By moving to the fall, the “Calling
All Three Year Olds” initiative
allows parents ample time to link
their child to any needed services
and supports.
This will help ensure that
children are better prepared for
school entry the following
September. To celebrate the
registration, there may be activities
and Arnold Taylor also expressed
reservations. “ I feel the same way as
councillor MacGowan. If we come
in under budget maybe the money
should be put in a reserve. Every
time we come in under budget I
don't feel we can spend it.”
“1 am having trouble seeing the
need for a truck at the landfill.” said
Nesbitt in making the motion to
decline. Councillor Edgar Daer and
deputy-reeve Murray Scott voted
against the motion.

Stewart's :suggestion was that they
consider some of the
recommendations from the
marketing strategy report for
implementation through the funds.
“We can bring some forward as
part of the application, particularly
the things we were going to do
anyway.”
