Huron East council
rejects zoning change

At its Aug. 9 meeting, Huron East
council wanted to support a zoning
amendment, but the Huron County
Planning and Development
Department was recommending it be
denied.
In the end, the bylaw was not
given third and final reading.
The purpose of the application was
to change the zoning at 44676
Sawmill Road in the McKillop ward,
from general agricultural (AGl) to
general agricultural — special (AGI-
14).
•The AGl-14 zone would reduce
the required minimum distance
separation to allow for the
construction of a new 1,000-feeder
hog facility closer to a neighbouring
house than permitted.
The municipal bslaw requires a
barn with 1,000 feeder hogs (250
livestock units) and associated
manure storage structures to be
1,322 feet from the closest
neighbour's house, the application
would reduce the 1,322 Icet to 900
feel on the east half of Lot 2 of Cone.

Senior planner ('indy Fisher of the
HCPDD said the zoning bylaw
amendment does not meet the goals
and policies of the Provincial Policy
Statement, the Huron East Official
Plan or the McKillop Township
zoning bylaw.
Applicant Jason Beuerman was in
attendance and attempted to explain
why the barn was being located
where it was.
With a narrow-width 50-acre lot,
he was unable to build on his own
property as he was too close to the
neighbouring lot line, no matter
where the barn was located.
He decided to build on his father's
farm. However, the house that the
barn is too close to is his own.
“I will not complain against the
closeness of my own barn,” he said.
It was suggested that Beuerman
relocate the barn so that it adheres to
the minimum distance separation.
First and second reading were
given to the bylaw, but third and
final reading was not given until a
reasonable solution could be
reached.
Other members of council said
they were in favour of the
application but did not -✓think the
change in minimum distance
separation should be as great as it
was.
“There would be no problem if the
MDS was 10 per cent of the
allowable distance,” said councillor
David Blaney. “This is almost 50 per
cent.”
Mayor Joe Seili asked Fisher il
Huron East and the county approved
the zoning amendment, “could the
province throw this back al us?"
Fisher said it was hard to tell,
because the provincial policy
statement is relatively new.
Instead of tabling the bylaw, it was
decided not to give the bylaw third
and final reading. That would be
done at a later meeting, when a
solution had been resolved.

Joan Perrie of Walton won a gold
medal at the Southwestern Ontario
Regional Senior Games last
Wednesday in Windsor.
Competing in the women’s 55
years and over 3-km prediction
walk. Perrie wrote she would
complete the distance in 30 minutes,
six seconds.
She actually completed the 3-km
event in 29 minutes 39 seconds.
She indicated it doesn’t matter
how much faster or slower the race
is completed in, it is the difference
between the predicted time and the
actual time that determines the
winner.
Perrie said all competitors were
fast as the course was along a
bicycle trail, which was rather flat
and along the river.
This was the third year she has
competed in the Seniors Games.
Two years ago she won a medal in
the swimming competition and last
year took part in the Activefest,
which was the provincial Seniors’
Games.
She was representing the seniors’
club in Seaforth.
