DRAB Sis.---A County Poor Houselias long been considered by many a neces- sary;efforts from time to time to secure one have, we understand, been made in the County Council, always resulting in failure. The reasonalleged is the assumed hostility of the rural munici- palities, to which,if it exists,their repre- sentatives in the Council very properly defer. We are rnuch inclined to think, however, that what is called: hostility is largely, if not solely, apathy and indif- ference, and possibly as to some, ignor- ance of the` actual facts; easily remov- able if a few earnest friends of the sclremewould give it a little of their time and attention. With this idea, and feeling that some one must take the imitative, a meeting of the local clergyman was field at God- erich recently to consider the matter, when it was resolve& that an effort should be made to obtain the active co- operation of the clergyman and of other citizens philanthrophically inclined throughout the county, to help forward the scheme. Others, we feel sure, would be personally in favor of it if they* felt thaattheir course would be justified by their people. To influence the people, therefore, and to get them to think about the matter between now and thetime of the next municipal el- ection, seems to us tobe.the mostlikely to lead to a successful result. This may be done in various ways, which will occur to you. One mode would be by local discussion on proper occasions, with a presentation of the case if pos- sible to the electors of the nominations of candidates for municipal officers. Short petitions to the County Council might also be circulated, and as exten- sively signed as possible. The ladies would no doubt take an active part in this. With a view of assisting in the nec- essary- process of enlightenment, we beg to give you, from a report present- ed to the County Council recently the following facts, which we believe can be dependend on, gathered by a corn- mittee appointed ; by the Council for that purpose.'' There are at present County Poor Housesin the following counties: Elgin. Waterloo, York, Lincoln, Middlesex, Norfolk, Wellington, Welland and Brant. The average cost of the neces- sary lard and bui"ding in these counties has beeti $16,670. The average cost of maintenance for one year of one indi- gent person iu these Homes appears to be about $58, inclusive of all expenees of management. The average atten- dance throughout the year is about 100. This would give for this County an av- erage or annual expenditure of about $5,800 or say $6,000. The amount of public funds expended for the relief of intlgent persons, by thevalious mantel - polities in this County, including the County Council grants for the same purpose, for the year 1888, was the sum of $5,232.91. To this must be added a- bout $1,600 in each year, or $400 per quarter, paid by the County for the maintenance of indigent persons in the County Gaol, or: a total expenditure of about $0,800 for relief purposes alone, out of the public chest. In this state• ment no ;account is of course taken of the very large amount expended in private charity, which if there was a Poor House would be much reduced. So that, apparently, we are actually ex, pending more now for our ineffective and unsatisfactory service than we would if we had a County Poor House costing us $6,000 a year. But, putting aside our present expenditure, which we think would be largely saved, the actual expence of a County Poor House is a mere trifle, if the burden is evenly borne by all the ratepayers. The last revised 'assessment of the whole County was about $30,000,000. If the annual charge for .a Poor House is put at $6,000, this wouldimpose an annual obligation upon each farmer as sensed at say $4,000 of onl • 80 ''cents.'' Surely it is a libel upon the` rural rate- payer to suggest that he is hostile upon the mere ground of the necessary ex- pense involved. But, aside from the expense, what a Christian "duty in the premises? Is it not a disgrace, that in this large and prosperous County, the unfortunate poor have simply no place of refuge but the County Goal, to which a large !lumber of theses , guilty of no crime but poverty-, are annually corra- mited? Surely the time has arrived for the removal of this' reproach, by- the speedy establishment, at some conven- ient point in the County, of a long de- sired and much needed Poor House.
