North Huron council passes budget By Bonnie Gropp Citizen editor Only two ratepayers, both from Blyth. turned out to hear the presentation of the 2005 budget for North Huron at Monday night’s council meeting. Director of finance/treasurer Donna White opened the presentation by first outlining the factors that influence the budget. This year’s budget, which results in a increase of 4.46 per cent in dollars raised over last year for the township, was affected by several issues. One of the biggest is the upcoming Campvention to be held in Blyth. White explained that this $100,000 expenditure shows up in this year’s budget, but there will be no revenue generated until 2006. The repair of the Heritage Theatre ceiling in Wingham was “an unfortunate event”. White noted as was the failure to receive the COMRIF funding for infrastructure. One of the big concerns facing council, she said, has been the consistent depletion of reserves. Total expenditures for the township in 2005 have been budgetted at $8,686,980, while revenues are set at $5,293,239, leaving $3,393,741 to be raised from taxes. Capital projects for this year include money for two computers for administration and garage doors for the Wingham fire station. The Wingham Police Services costs include the purchase of a used vehicle, radio, front entry work, and a camera. These costs are area rated to Wingham taxpayers. Other area rated costs include street lighting in Wingham and Blyth, OPP contract in Blyth and East Wawanosh, and recycling in the wards. With the county budget increase expected to be 17.4 per cent. White said the total tax billing for North Huron will be $6,313,117.15. Of this Wingham residents will pay $3,991,015.46 or 63.22 per cent. Blyth’s share is $1,087,729.70 or 17.23 per cent and East Wawanosh is $ 1,234,371,99 or 19.55 per cent. White said that on a 100,000 assessment the increase in Wingham will amount to $60.77 or 4.14 per cent. In Blyth it will be $39.31 or 3.98. per cent, and East Wawanosh will be $37.83 or 4.21 per cent. The one department which may realize a profit is protection to persons and property. Wages and benefits are budgetted at $3,282,370. White also presented a service cost listing that shows the straight net expense per department. These are: council, $107,223; administration, $372,777; town hall building, $42,467; fire, $142,886; building official. $42,792; animal control, ($2,620); MVCA conservation levy, $37,927; policing, $825,744; roads/works, $1,088,069; road capital, $629,667; street lighting, $70,170; airport, $6,669; drainage, $3,500; recycling, $75,205; sanitation, $150,949; cemetery, $17,756; day care programs, $67,416; day care building, $48,853; recreation/parks / facilities, $734,642; recreation/parks capital, $205,600, develop, $30,755; $42,560; $6,000; Wheels Away, $25,000; long term debt - complex, $210,000; hospital donation, $6,000; Heritage Theatre, $10,000; taxation, ($3,393,741); supplemental revenue. Council was told at Monday night's meeting that the application had been denied. Clerk­ administrator John Stewart expressed frustration, however, that there was no explanation regarding why it hadn’t been approved. “The opinion is that we could apply for the next intake but what’s the use if we did something wrong this time?” Director of public works Ralph Campbell noted that having paid for an engineer’s report to submit with the application, council and staff would want to give serious thought before spending any more if it’s just going to be turned down.
