Huron East council briefs
Council endorses North Huron resolution
At its April 19 meeting, Huron
East council endorsed a resolution
from the Twp. of North Huron in
regard to the Ontario Municipal
Board reviewing the $125 fee
charged to register an appeal to a
planning matter.
North Huron felt that a higher
amount would help to reduce the
number of frivolous appeals.

Council accepted the annual
reports from the Ministry of the
Environment (MOE) for the water
systems of Brussels, Vanastra,
Seaforth and Brucefield.
Council also accepted the MOE’s
inspection report of the Seaforth
landfill site.

The resolution from the Town of
North Perth regarding recent changes
to the Building Code Act.
North Perth would like the
Minister of Municipal Affairs to
extend the July 1, 2005 deadline for
the implementation of Bill 124 to
allow smaller rural municipalities the
flexibility, in order to meet the
training requirements, to recognize
the Ontario Building Officials
Association as a parallel certification
process, recognize and implement an
internship program and remove the
designer requirements subject to
Ontario New Home Warranty and for
porches and dwellings that were not
enclosed.

Deputy-mayor Bernie MacLellan
of the Tuckersmith ward informed
council that the county is looking at a
17.4 per cent tax increase for 2005.
Mayor Joe Seili of Brussels said
the hefty increase is due to too many
previous councils using reserves to
keep the tax rates down.
The mayor and deputy-mayor had
attended a county council committee
of the whole meeting earlier on April
19.
Councillor Mark Beaven of the
Grey ward said he found the 17.4 per
cent “extremely hard to swallow”
especially after last year’s 20 per
cent increase.
MacLellan said they are hoping to
have a 10 per cent increase in 2006.
Beaven said there has to be a
willingness by county councillors to
seriously address the cutting of
county staff, cutting some programs
and come to the realization that some
the county just can’t afford
everything it has now.
He said he applauded county
councillors for making the decisions
they did, but they have to come to the
table prepared and willing to make
some tough decisions.
MacLellan said some programs are
mandated either by the federal or
provincial governments and there are
others that, even though they are not
mandated, are good programs and it
was felt they should remain.
It was noted that the
representatives for Goderich wanted
the work on bridges in the county to
be deleted from the budget.
Seili indicated he asked a Goderich
rep how he expected the people from
the county to get to Goderich.
Councillor Alvin McLellan of the
Grey ward said he found it
interesting that they wanted to
eliminate the repairs to the bridges in
the county, but found the money to
add more staff.

Council approved a request from
the Seaforth Community Hospital
Foundation for the installation of the
Million Dollar Radiothon banner
across Hwy. 8 from Oct. 1 to 31.
The,Seaforth Community Hospital
Foundation is planning a local and
regional fundraising campaign with
12 other area hospital foundations on
Oct. 22.

Council endorsed a resolution
from the Town of Tecumseh
petitioning the province of Ontario to
provide 100 per cent funding to the
Canadian Red Cross to provide
disaster relief training.

A proposal which would allow
Sunday hunting during the regular
hunting season on private land was
supported by council. Sunday
hunting would remain subject to all
restrictions under the Fish and
Wildlife Conservation Act (FWCA),
including those associated with
public safety and conservation.
Seili said he felt they should add a
second week of hunting.

Council approved the payment of
accounts from April 4 to April 13,
2005, in the amount of $302,840.69.
Noble Grand presides at Lodge
The regular meeting of Morning
Star Rebekah Lodge 315 was held
on Tuesday, April 26 at 8 p.m. with
Noble Grand Sister Elva Brown
presiding.
Officers elected for 2005 - 2006
are: Noble Grand, Sister Jane Hall;
Vice Grand, Sister Nelva Scott;
secretary, Sister Elva Brown;
treasurer, Sister Joan Bernard;
financial secretary, Sister Lois
McCall.
Sister Betty Cardiff was
nominated for trustee.
Several members who are ill
were remembered: Sister Mae
Ebel and Leona Connelly and
Brother Roy and Sister Mary
Elliott.
The inaugural meeting will be
held at Exeter on Monday, May 16 at
2 p.m. Several Lodge members plan
to attend.
An invitation was received from
Stratford, Ruth Lodge #2 to attend
its 108th birthday celebration and
meeting on Tuesday, May 17 at 6:30
p.m.
Hillcrest Lodge, St. Marys will
bring the travelling gavel to the next
meeting.
The Rebekah and Oddfellow
church service will be held on
Sunday, June 5 at Melville
Presbyterian Church at 11
p.m.
