County councillors grumble over rumble strips By Keith Roulston Citizen publisher A proposed policy to permit replacement of noisy rumble strips with quieter strips if local residents partially pay the cost was defeated at the March meeting of Huron County council. Mike Alcock, engineering technician with the road department explained that most rumble strips in the county are raised above the pavement but strips that are milled into the road “are less annoying”. The motion was in reaction to calls from residents in the Dunlop area for removal of rumble strips at the junction of County Rd. 25 and Hwy. 2I. The group cited council’s earlier decision to replace rumble strips at St. Joseph and asked for the same treatment. “Does this open the door to going back and milling out rumble strips that still work?” wondered Rob Morley, South Huron councillor. The real issue is finding some way to slow traffic down so the rumble strips aren’t so noisy, he said. But Bluewater councillor Paul Klopp who had led the fight for St. Joseph-area residents, said he’d support people anywhere in the county who wanted the strips removed. Noting the Ministry of Transportation doesn’t have rumble strips at corners he claimed “I don’t think there's a report anywhere that says they save lives. We’ve bought into the idea they’re the be-all and end-all.” Alcock said MTO has relatively few stop signs within the provincial road system so hadn't adopted a rumble strip program. South Huron councillor Ken Oke said he's had calls from all over including the U.S. about rumble strips. “I definitely think it would be a mistake to take them out,” he said. “I definitely think rumble strips should be on all local roads.” Further, he felt the raised rumble strips were more effective than the milled strips used in Middlesex. If the milled-in strips aren't done properly you'll see traffic change lanes to avoid them, he said. County delays accepting tenders With concerns mounting about the size of the tax increase needed to meet the budget, Huron County councillors tabled a motion to award $4.9 million in tenders for highway improvements at their meeting Thursday. County engineer Don Pletch was not at the meeting to answer their questions. Councillors voted to table the motions for the tender until the March 15 committee-of-the-whole meeting.
