M-T discusses landfill site at public meeting Morris-Turnberry council held a public meeting last Tuesday evening to discuss the Morris ward landfill site. Three representatives from Huron East were in attendance. The Village of Brussels, which is now part of Huron East, uses the Morris ward landfill site. Under the terms of the agreement with Huron East, the length of the agreement is for five years, effective from Sept 1, 2001 to Aug. 31, 2006. Huron East pays a tipping fee of S40 per tonne, with a guarantee of 300 tonnes of solid waste per year. However, it was noted that in 2003, there were 183.47 tonnes from Brussels and 136.14 tonnes in 2004. Huron East still paid for 300 tonnes of solid waste. Morris-Turnberry imposes the tipping fees as part of the general revenue to operate the site. Morris-Turnberry must operate the site, adding Huron East to the Ministry of Environment’s Certificate of Approval, while Huron East is responsible for arranging for the collection and the delivery to the site as well as providing a recycling program and issuing bag tags. Morris-Turnberry must also report to Huron East on the operation, prepare closure plans and manage and carry out all perpetual care activities. A meeting will be held annually, where a meeting had not been required before. The operating surplus will be placed into a reserve account to reduce the perpetual care costs. Huron East mayor Joe Seili asked how long the site was good for. It was noted the current site is good for five years, the new area is good for 10 to 20 years and the unapproved area, which has not been used, is good for 50 years. “We might as well use it (the current area),” said Morris-Turnberry mayor Dorothy Kelly. Clerk-treasurer Nancy Michie said the current numbers are from the Ministry of the Environment. “They keep coming up with new numbers.” she said. Even though the agreement was approved by both municipalities in 2001, the public meeting was held to satisfy the MOE. Childerley listed several offences which have been committed through computer activity: threatening, harassing someone repeatedly pretending to be someone they’re not and secretly publishing private information. In the case of the recently split-up boyfriend and girlfriend, charges were laid and the photos were removed from the public venue oi cyberspace, but “it wasn’t until everyone else already knew about it. so the embarrassment was already out there.” To protect against such offences, suggested Vercruysen, "we need to be safer and smarter, we need to have policies and laws and we need to raise awareness.” At the school board level, policies are in place. Based on those policies, schools have instituted “acceptable - use procedures.” And just about every household has rules for computer use. “whether they follow that or not,” she said. The biggest goal of the new police/school board program, therefore, is to raise awareness. “We don’t want to cieate fear; we don’t need to create paranoia,” Crane explained. “But as educators, it’s our job to educate.” Every year, thousands of Ontarians stop smoking.
