Interest fees on
Blyth arena could
be put on taxes

At the Jan. 18 meeting of North
Huron council, director of
finance/treasurer Donna White gave
an update on where things stand
with the Blyth arena debt.
Pledges of many people were
spread over five years which created
an interest expense for the
municipality.
According to the statement of
review the loan interest as of Oct.
31, 2004 was $45,432.06. White
said that the loan can’t be paid off
because of the outstanding pledges
but also because there was a delay in
receiving OSTAR funding. “Many
had pledged for December so we did
collect a lot then which was put on
the loan reducing the interest,” she
said.
In a letter from the Blyth Heart &
Soul committee, it was noted that
the stated balance to be raised was
$43,422.76, less than the interest
charges. “This effectively confirms
the success of the campaign,” the
letter stated.
It went on to say that with the debt
service charges reversed and

charged to North Huron the
campaign was fully funded.
“Essentially what they’re saying is
that if there hadn’t been any interest
to pay, they would have raised the
total amount. Without financing
charges it would have been paid for
through the efforts of the
campaign.”
White said that at the end of 2006,
when the last of the pledges are
expected, there will still be a
principal balance remaining on the
loan interest. Council, therefore has
three options to consider.
“They could spread the amount
over taxes, there could be
fundraising done in addition to taxes
or there could be new donations,”
said White in an interview after the
meeting..
Council asked that a meeting be
set up with the committee to discuss
the letter.
White said she expects that there
will be “something on Blyth taxes
for 2005”, as there is with Wingham
ratepayers for the complex there.
