Beef producers hear some good ne=uvs By Jim Brown Citizen staff The last 19 months have been a very stressful times for beef producers, Ron Wooddisse of the Ontario Cattlemen’s Association (OCA) told the annual meeting of the Huron County Beef Producers on Jan. 12. However, he noted that it was not all bad news being faced by the producers. He said a major step forward in allowing the importation of live Canadian cattle and all beef products into the United States was made on Dec. 29, 2004, with the announcement of the final rule regarding the' border opening for March 7. The rule to allow the importation of feeder and slaughter cattle under 30 months of age and an expanded list of beef products into the U.S. was written by the U.S. Department of Agriculture to take into account that a few additional cases of BSE would likely be found in Canada. The legal action filed by R-CALF is not an unexpected move from this protectionist group. One of the reasons why the rule to re-open the U.S. border to Canadian products took 10 months to move out of the USDA was the USDA’s over-abundance of caution in ensuring it could withstand a legal challenge. Canada is allowed up to 11 cases in a 12-month period to remain at minimal risk. Minimal risk criteria is based on the number of cattle over 24 months of age in Canada (one per million). Internationally, according to Wooddisse, Canadian beef has been exported at least once to 50 different markets since January 2004. He noted that Japan has indicated it would treat Canada the same as the U.S., in that they will require age certification, which is something Canada has been.able to do with its Canadian Cattle Identification Agency (CCIA) system. Macaw, Cuba and Hong Kong have re-opened their borders to Canadian beef and Taiwan appears close to doing so. China has announced that it will be re-opening to semen and embryos, but the process is slow. Wooddisse said Indonesia was interested in resuming trade for both over and under 30-month beef. But that was before the tsunami of Dec. 26. The goal of the Canadian Beef Export Federation (CBEF) is to increase exports outside the U.S. to 500,000 tonnes by 2007. Despite all the changes currently faced by the industry, no one cannot lose sight of the end goal, the rebuilding of the Canadian beef industry. “United we stand, divided we fall. May we have a better year in 2005,” he concluded. He stated about 10 per cent of Ontario’s checkoff dollars go to CBEF to help develop export markets. Ten million dollars has been set aside by the Ontario government for an Ontario cull animal strategy. Seven million dollars of that is for abattoir expansion at a 50-50 cost sharing and $3,000,000 is set aside for the industry. Wooddisse said $1.3 million is for deadstock collection, $200,000 for- Ontario cattle identification age retirement through the Beef Identification Organization. $500,000 for emerging animal wildlife fund in co-operation with the Ontario Society for the Prevention of Cruelty to Animals (OSPCA) and $1 million for cull cow product and market development. He said the CFIA program is working as they focus on 4-D animals — dead, down, dying or diseased. The program has projected it will test 30,0000 animals this year and that the most recent case of BSE is a result of surveillance testing. “As time advances, the chance of new cases will likely decline,” said Wooddisse. He indicated the veterinarian will come out to a farm and collect samples for testing and the producer will receive support to off-set disposal costs. “Hopefully, this continual testing will help to maintain consumer confidence in Canadian beef,” he said. Dennis Martin of the OCA said producers can participate in a fed cattle set-aside program by calling 1- 888-292-5856. There are no application forms. The reverse-auction system will allow producers to submit bids for the per-day, per-head price they will be willing to accept to set-aside a number of their market-ready cattle. The auctions run from 2 p.m. on Mondays to 2 p.m. on Wednesdays. In order to participate, a producer who has not previously registered, must register before the auction begins on Mondays at 2 p.m. Eligible cattle must have an average weight of 1,300 pounds for steers and 1,200 pounds for heifers, with the minimum weights being 1,100 for steers and 1,000 pounds for heifers. Martin said the cattle will have the ability to be graded A and the minimum lot size is 20 head. Successful bidders will be notified by OMAF. They must submit CCIA tag numbers of the cattle being set aside, an on-farm verification agent will visit to verify the cattle meet the program standards and cattle are required to be sei aside 90 to 120 days of until the border opens. Martin said in order for the producer to participate in this program, they must have calves born in 2004, the calves cannot be sold until Sept. 1, 2005 and cannot be slaughtered until Jan. 1, 2006.
