ATV riders get
permission to use
some county roads
By Keith Roulson
Citizen publisher
Huron County councillors have
approved a motion to allow all-
terrain vehicles (ATVs) to use four
sections of county roads to
consolidate off-road trails in the
county.
With the approval, at the Sept. 7
meeting of council, the county will
work with the Maitland ATV Club
to develop a bylaw that will allow
the use of four short stretches of
country roads to link up trails on
private lands. The sections are on
County Rd. 31 from Maitland Line
to County Rd. 15; County Rd. 25
from Nile Rd. west of Auburn to
Sandhill Rd. east of the village;
County Rd. 86 from St. Augustine
Line to County Rd. 4 and County
Rd. 13 from Fish and Game Line to
Clinton.
The motion came after Richard
Wilts of the ATV club appeared at
the August meeting of the planning,
agriculture and public works
committee. At the meeting it was
noted that Bruce and Grey Counties
recently got a $75,000 Trillium
grant to improve and create new
ATV trails as a way of attracting a
new type of tourism.
Concerns were expressed by some
councillors about ATVs being on
roadways but Ben Van Diepenbeek,
councillor for Ashfield-Colborne-
Wawanosh noted there are strict
rules for ATVs on roads including
licencing. insurance and speed
limits.
"These (ATVs) are no different
than motorcycles," said Bill
Downson, Bluewater councillor
who said the problem would be
relieved if the province would
simply allow ATVs to use roadways
like motorcycles.
But North Huron councillor Doug
Layton wondered if the Ontario
Provincial Police had changed their
opposition to ATVs being on
roadways.
"North Huron has opposed this. If
there was an association like the
snowmobile clubs we might support
it."
But that's exactly what the clubs
are trying to do, explained several
councillors who said ATVs are in
the position snowmobiles were 20
years ago.
"The ATV clubs are trying to get
trails going all the way to
Tobermory," explained South Huron
councillor Dave Urlin. Each club is
working with landowners and
municipalities within its own area,
he said.
"I'd really like to see North Huron
get on board to get things started,"
urged Central Huron councillor Bert
Dykstra.
Despite the approval of the
motion, there won't be a bylaw
passed anytime soon. Chief
administrative officer Larry Adams
described the situation as a "blank
canvas" with no model to follow so
said it would take time to develop
the legislation needed. In the
meantime the clubs would continue
to try to develop the trail system.
