M-T may use gas tax to offset costs

A plan to use federal gas tax funds
to offset the cost of the Belgrave
water project could mean savings for
Morris-Turnberry, but not
necessarily the residents.
A discussion was held at the July 4
council meeting to determine how
many years of the federal funding
should be committed to the Belgrave
project.
Mayor Dorothy Kelly originally
thought three years and possibly a
fourth year would work to lower
costs, while reserving the fifth year
of the funding for another project.
The total of the five-year funding is
$284,248.
Councillor Neil Warwick asked
why all five years were being

Mites travelled to Benmiller to play
Benmiller I.
Until the fourth inning, the game
was tied 1-1.
Jason Salverda worked hard
during the game. He hit a double,
got three outs at first, caught a fly
ball, and made a double play at
second.
Kyle Pollard continued his good
efforts for the team. He hit a double
and had a two-run homerun and got
two Rits at second.
Despite these efforts,
Londesborough lost 10-3.

Nancy Michie responding it may not
all be needed. With one year
dedicated already, Michie needed to
know how much to commit, as the
project is expected to be finished by
December.
"I didn't want to tie up everything
if it wasn't required," Michie said.
While the municipality is still
applying for OSTAR funds for the
project, the gas tax funds will be
used to help pay on the expanded
distribution lines approved after the
initial proposal.
Warwick said the issue of using
the funds and coming in under
budget could open a can of worms
for the council, with the potential of
residents looking for a refund on
their costs.
According to council though, the
intention of the federal tax money is
to reimburse council on their
contribution.
"If I was a taxpayer and caught up
with that, I'd be really disappointed,"
said councillor Jim Nelemans. "I
would think if you saved 10 per cent,
then 10 per cent should come off the
(resident's) bill."
Kelly made herself clear that she
doesn't think the residents of
Belgrave should get a discount in the
case of coming under budget, stating
the move to a user pay system.
Deputy mayor Bill Thompson
agreed, saying the people are happy
with what they are paying now, and
that they should be grateful the
municipality is making any
contribution at all.
"We're already putting in some, so
they should be damn happy with it,"
Thompson said.
A suggestion was made that the
public could easier understand the
use of all five years of the funding to
help alleviate carrying costs on the
municipality. Kelly said this could
upset people on the other side of the
argument that don't think any of the
tax money should be used for the
Belgrave project, and it should go
towards a municipal use such as the
landfill.
Councillor Paul Gowing defended
the use, as there are not many areas
to use the federal funding.
"It has to be used for water or
environmental issues, we're going to
be beating down the bushes to find
an appropriate place to use that,"
Gowing said.
Later in the meeting, the council
addressed a letter from Mark
Beaven, asking that the municipality
not use federal taxes on the project
and that it should remain the

Nelemans took a turn playing
devil's advocate on the under-
spending issue, saying the
municipality isn't going to give any
money back if the project costs less,
but wouldn't hesitate to ask residents
for more money if over budget on
the project.
"If all of a sudden the wells cost
more, we would go back to the
people and say we're sorry, we need
another $500," Nelemans said.
The municipality never made it
clear they would pick up any
difference over project costs, and
actually went the other direction,
informing people at a meeting there
would be an increase on their part if
the federal OSTAR funding didn't
come through. At that same meeting,
Morris-Turnberry council pledged
approximately $290,000 to the
project costs.
While Nelemans considered the
public backlash if the municipality
didn't fulfill their contribution, Kelly
advised the municipality could be on
the hook for close to $500,000 after
carrying costs and that the residents

the municipality participated that I
don't think they'd want to
complain," Kelly said.
A motion was passed to commit
all five years of the federal gas tax
funds, while reserving the option of
putting the fifth year towards another
project.
A separate request to the
municipality to help pay for
decommissioning wells was turned
down, saying they are not willing to
consider it and the public should
look at other grants available.
"I think we've done our share,"
Kelly said.
No public meeting is needed to
announce the use of federal taxes,
but a mandatory sign at the pump
house was approved, indicating gas
tax funds are being used on the
project.
