NOTICE OF BUDGET MEETING
PURSUANT TO SECTION 291
OF THE MUNICIPAL ACT, 2001
Notice is hereby given that the Council of the Township of North Huron
will be considering the 2006 Budget with the intention to adopt and/or
amend the said budget at a Public Meeting to be held on Wednesday,
April 26, 2006 at 7:00 p.m. in the Council Chambers located at 274
Josephine Street, Wingham, ON.
Also pursuant to the provisions of the Building Code Act, Council will
be reviewing fees for building permit applications at the same meeting.
Additional information is available by contacting the Municipal Office
during normal business hours.

GEORGE CLARENCE BAILIE
(Clarence proudly served 45 years
with the Blyth and District Fire
Department and was a Member of
the Royal Canadian Legion Branch
No. 420, Blyth).
George Clarence Bailie of Blyth
passed away peacefully after a long
illness at London Health Sciences
Centre, Westminster Campus on
Tuesday. April 11, 2006. He was in
his 66th year.
He was the beloved husband
for almost 25 years of Sue
Bailie (nee Pruner).
He was the dear father of Allan
Bailie and his wife Krisha of
Louisiana, Amanda Bailie of
London and Nicole Bailie of Blyth.
He was grandpa of William and
Anna.
Clarence is also survived by a
brother-in-law Earl Pruner and his
wife Sylvia of Rodney, a nephew
Randy Mayburry and his
wife Connie of Listowel and
several great-nieces and great-
nephews.
He was predeceased by his son
William "Billie" (Dec. 25, 1991), a
sister Dorothy (1992), a brother-in-
law Gerald Mayburry (1999) and his
parents George (1975) and Mary
(1998) Bailie.
Friends and relatives
were received at the Blyth
Visitation Centre of Falconer
Funeral Homes Ltd., 407 Queen
St., Blyth on Monday from 2 - 4 and
7 - 9 p.m. where the funeral
service was held on Tuesday,
April 18 at 2 p.m. with Pastor Ernest
Dow of the Living Water
Christian Fellowship officiati-
ng.
Members of the Blyth Fire
Department formed an honour
guard. served as pallbearers and
carried floral tributes.
Interment was in Blyth Union
Cemetery.
As expressions of sympathy,
the family would appreciate
memorial donations to the
Children Hospital of Western
Ontario or the Blyth and District
Fire Department.
Members of the Royal Canadian
Legion Branch No. 420, Blyth held
a memorial service at the visitation
centre on Monday evening at 9
p.m.

A family health team is in the
works for Wingham.
The Wingham and District health
professional recruitment committee
have already had an application
approved and are now moving
forward to work on a business
plan.
"The burden is the
administration," chief operating
officer for the Wingham and District
hospital Mike Lapaine said.
"[Doctors are not] in a position to
deal with the co-ordination
piece."
It was mentioned that doctors
receive $100.2.00 extra a day to be a
part of the Family Health Team.
The Committee agreed they are
looking for someone to work with
the steering committee, an expert
who is specialized to help with the
business plan.
Verna Steffler, who is the
committee chair said there is no big
rush with plans yet. "It's all new and
doctors are nervous about what this
means," she said referring to
uncertainties with changes.
"A lot of doctors signed up
figuring it wouldn't happen and are
worried about shifting and
changing," she said.
Lapaine said physician
recruitment is a problem in many
rural areas and the government put
another way on the table. "Everyone
is going to have to deal with
upsetting the- apple cart," he
said.
The committee made a motion to
start exploring recruiting allied
health professionals and to provide
assistance in developing a Family
Health Team business case.
The committee, whose members
come from different municipalities
including Huron-Kinloss and
Walkerton have agreed to put money
towards physician recruitment.
Mitch Twolan, mayor of Huron-
Kinloss said his council raised taxes
four per cent this year and about one
per cent was for physician
recruitment.
"We have a petition against
raising taxes," North Huron reeve
Doug Layton said. "[We have] a
request for $59,000 for physician
iecruitment."
Layton said North Huron put
$6,000 in last year. "We'll put more
in this year but I can't say how
much."
The next meeting is scheduled for
May 10 at the Wingham and District
Hospital.
