Permit fees
to increase
over 3 years
By Bonnie Gropp
Citizen editor
A public meeting will be held
regarding an increase in building
permit fees.
Monday night North Huron
council gave first and second
reading to a bylaw that would see a
change in fees for construction and
demolition within the township,
following a presentation from chief
building official Dave Black.
Black said he had updated the
bylaw bringing it up to provincial
standards.
The biggest change was the fees,
which will increase over the next
three years in all classes of permits.
As of July 1, 2005, any change to
fees requires a public meeting, said
Black. .
In his presentation, Black outlined
some of the construction costs of the
department compared to the income
generated by the permit fees.
On average in the past five years
there has been $5 million in
construction costs, with $40,000
collected.
"This is less than one per cent of
revenue gained from construction."
"The hope of the permit fees is to
bring the two areas closer and
eventually result in a surplus which
would have to go to a reserve fund.
In commenting on some of the
bigger years for permit fees, reeve
Doug Layton noted that those had
been good because • of major
construction, not indicitive of a
current decline.
Black agreed, saying that thus far
2006 has been promising with $1.1
million in construction costs and
$7,500 in fees.
"But it's still under one percent of
construction. However, I think the
number of projects coming through
the door right now will help our
revenue."
Councillor Archie MacGowan
said he was "buoyed by the fact that
contrary to some reports there is
building going on in North Huron."
Sympathy is extended to Anton
Passchier and family on the death of
a daughter-in-law Sandy (John)
Passchier who passed away last
week.

BLYTH UNITED CHURCH
Greeting at Blyth United Church
on March 19 were Fred Meier and
Barb and Terry Richmond.
Everyone was invited to come
early for coffee and juice hosted by
Barb and Terry Richmond during
Lent. Ushering were Elaine Brown,
Joann MacDonald, Brenda Brooks
and Rob Mason. 011ie Craig
introduced the guest organist, Dr.
James Hall of Wingham.
The choir sang an anthem I
Believe in Miracles.
Rev. Robin McGauley asked the
children to come to the front for
their storytime while the
congregation sang the hymn Tree of
Life during which the symbols of
Lent, (a loaf of bread, a bottle of
oil and bowl of water) were brought
to the front of the church by
Kelsey Kerr, Kourtney Target and
Jon Hakkers.
Rev. McGauley said when the
Israelites lived in the desert they
needed water to sustain themselves.
She placed a yellow sash beside
the red and orange ones to extend
the rainbow.
Brett Glousher held the candle to
be lit and taken down to Sunday
school.
The readings were from Numbers
21: 4-9, Psalm 107 and John 3: 14-
21 led by Pat Bernard.
Rev. McGauley's message to the
adults was Lifted Up. She told the
story of the Israelites complaining
in the desert God sent poisonous
snakes to bite the people.
Moses prayed to God on behalf of
the people and God told Moses to
make a bronze snake and put it up on
a pole and all that saw it would be
healed.
The snake is a symbol of
salvation.
Rev. McGauley challenged
everyone to read the Gospel of John
and see how often Jesus says, "Do
you see?" Faith is about seeing and
believing.
For the season
Kelsey Kerr decorated her Lenten Easter tree at the Blyth
United Church family night on Saturday. Family units each
created their own tree, a branch secured in a large tin, pail
or flowerpot. Symbols of Lent and/or Easter were then used
to decorate the tree. (Vicky Bremner photo)
