Break-in at The Old Mill
concerned
about Best
Start
Program
By Bonnie Gropp
Citizen editor
North Huron council decided at
its Jan. 16 meeting to give more
thought before proceeding with the
implementation of a Best Start
program in the township.
Deputy clerk Kathy Adams said
that she had met with some about
designing the day care which would
be in a room at Sacred Heart school
in Wingham. The proposal for the
program has to be in by the end of
March.
"There is a lot of planning and if
we're going to proceed we should
start."
"I have a concern that we're
caught between a rock and a hard
place," said councillor Arnold
Taylor. "If we don't go ahead we
will lose from our day care. If we do
go ahead there's no guarantee that
the funding will be there for five
years. But we don't have much
choice, but to buy into it,"
Reeve Doug Layton agreed
saying, "If we don't go ahead (the
federal government) is going to do it
and we'll be forced out of day care."
"It's a great system for larger
areas, but for small I think -it's very
poor," he added.
Adams said that Best Start would
be coming to Wingham whether
council agreed to participate or not.
Councillor Murray Nesbitt noted
that currently day care runs at a
deficit of around $90,000. "So if we
take the program on and the freebies
that go with it, is it possible that
we're going to be facing a deficit
that will be $120,000?"
Adams stated that the funding is
not for running the program. "The
revenue will come from user fees
and fee subsidies."
However; she added that Best
Start has "slackened" the criteria so
more parents could benefit from the
program. The potential for a deficit
is there, though, she agreed.
Layton wondered if council could
wait until the next meeting before
making a decision.
Adams said, "If that's what you
wish, but we are really going to have
to start working on a plan if we're
going to proceed."
This fast-paced, dot corn world
can be unfriendly to those
technically challenged.
Fortunately, Joel -Thomas of
Londesborough, is here to help.
The Fanshawe college graduate is
offering to help those leery of
technology to navigate their way
through the fundamentals and basics
of any computer program.
"I'm helping people on -the
computer learn new things,"
Thomas said. "I'm also there to help
people who come into the
library and are in need of help, not
just exclusive training."
Thomas, who studied internet
technology, and is an electronics
engineering technician, is
available as a resource for two days
