reassesses

Williams’s most significant step, to
date, in setting himself apart from
the leadership style of his
predecessor became evident at a
regular Avon Maitland District
School Board meeting Tuesday,
Nov. 11.
Williams, a former education
superintendent who recently took
over the top Avon Maitland job from
Lome Rachlis after Rachlis returned
to his home turf of Ottawa, provided
details of his plan to reassess the
board’s procedural approach at the
Nov. II meeting. Williams described
a series of one-on-one meetings with
trustees, undertaken since he took
over at mid-summer, and outlined
his next steps in addressing the
concerns raised during those
meetings.
According to the new director,
specific concerns included
frequently short lead-up times before
major decisions, during which
trustees were often asked to digest
considerable information after
receiving it on Friday, in advance of
a vote on Tuesday. In addition, both
the quality and the quantity of that
information sometimes fell short,
according to some trustees.
“There was kind of a set of
common concerns that came forward
during these (one-on-one) meetings,
especially around the timelines
surrounding decisions,” Williams
told trustees.
At the Nov. 11 meeting, trustees
procedure
approved a recommendation from
Williams that the board’s policy
committee “complete a review of the
board’s governance model” by June,
2004. Speaking to the
recommendation, he noted no such
review has been conducted since the
amalgamated board was created in
1998.
In an interview following the
meeting, Williams explained he
decided to conduct the one-on-one
trustee meetings as a way of
overcoming what he believes is an
inherent risk when someone is
promoted from within an
organization, as opposed to being
hired from outside.
“Often, you look on certain things,
and you tend to assume they’re
going fine,” he said. “That’s not
necessarily the case.”
One possible outcome of the
governance review, aside from
changes in the provision of
information, could be the creation of
more standing committees to go
along with the existing policy
committee and personnel committee,
Williams said. An example might be
a programming committee.
Or, he noted, there may be no
changes at all.
