St. Joseph's school one step closer to closure

St. Joseph's elementary school in
Kingsbridge, north of Goderich,
moved one more step towards
closure on Monday, Nov. 22, with
the approval of an accommodation
review advisory committee by the
Huron-Perth Catholic District
School Board.
The make-up of that committee
will not be confirmed until the board
holds its annual "inaugural" meeting
on Dec. 6, at which it's expected a
new chair will be chosen. That new
chair will serve as one committee
member, and will be joined by one
other trustee - as well as
representation from the school
community.
A senior staff report, delivered to
trustees for the Nov. 22 meeting,
states it-will be up to this committee
to decide if closure should be the
recommended option. Until that
time, there will be no official
recommendation suggesting which
schools should receive St. Joseph's
57 students, should the school close.
The report, however, does identify
three possible recipient schools:
Sacred Heart in Wingham, St.
Mary's in Goderich and St. Joseph's
in Clinton. Of those three, the report
only highlights particular attributes
of the schools in Goderich and
Clinton, while remaining silent on
the Sacred Heart option.
A new school is currently under
construction in Clinton to replace the
existing but aging St. Joseph's. St.
Mary's in Goderich, meanwhile, is
slated, for a major renovation next
summer, including the addition of
six classrooms.
The report also suggests the
possibility that, in . the event of
closure, two of the school's current
4.5 teaching positions could be
retained at other sites, to
accommodate the transfer of
students. Other potential savings
would come from the elimination of
principal, secretarial,- custodial and
plant operations costs.
Trustees originally approved a
review of St. Joseph's Kingsbridge
in the fall of 2003, but that process
was derailed when Premier Dalton
McGuinty's Liberal government
requested a moratorium on school
closures, shortly after its election
over a year ago. That moratorium
,was lifted last month, and the
Huron-Perth board responded by
renewing its commitment to study
accommodation options in
Northwest Huron County.
The school 'community "was quite
aware this was going to happen,"
explained board chair Ron Marcy,
following -the Nov. 22 meeting.
Though prior notification had been
sent stating the board would discuss
the issue at the meeting, no members
of the St. Joseph's Kingsbridge
attended.
The Nov. 22 staff report cites an
enrolment of 57 students, with 46
per cent of those in either Grade 5 or
7 this year. "In addition, current
enrolments in Grades 1-4 average
five students per grade, and
(enrolments in) Junior and Senior
Kindergarten (average) two
students."
The report relies heavily on
studies into "small schools
experiencing declining enrolment,"
conducted by a researcher with the
Ontario Institute for Studies in
Education. Various factors are
explored, including the effect of
small school/declining enrolment
scenarios on the role of the principal,
the move away from "single" grades
into multi-grade groupings, teacher
duties, safety considerations during
physical education sessions, and
others.
Aside from the establishment of
the Accommodation Review
Advisory Committee, trustees also
approved a recommendation that the
committee report back to the board
on Feb. 28.
