County turns down request for Hwy 86 changes

Huron County council turned
down a proposal to paint solid lines
along the portion of County Rd. 1(6
near Turnberry Estates, Thursday.
Councillors had voted in favour of
the change in centre-line painting at
their Sept. 14 committee of the
whole meeting in an attempt to deal
with concerns from residents of the
housing development west of
Wingham and of Morris-Turnberry
council about unsafe turning into the
subdivision because of speeding
traffic.
At the same meeting councillors
had defeated a motion proposed by
Dorothy Kelly of Morris-Turnberry
that the speed limit be lowered from
90 km/hr. to 70 km./hr. in the area of

A provincial compliance auditor has
told Huron County it has until Nov.
19 to have a director of nursing on
site at Huronlea.
Since dividing its seniors home
into two sites a decade ago, Huron
has treated the homes as if they were
still one site with one director of
nursing overseeing the two
buildings. But that understanding
with the Ministry of Health and
Long Term Care was never put into
writing and now the county has been
informed it must meet standards
which say each building must have a
director of nursing.
Currently the director of nursing
works 40 hours a week to oversee
the 116 beds at Huronview and 63
beds as Huron lea. Provincial
standards require a minimum of 64
hours on site to supervise the two
homes.
East Huron councillor Bernie
MacLellan said he accepted the
reality that Huron County had to
comply with the standard right now
but felt the county should be
negotiating with the ministry over
the issue. At some point it must be
asked if Huron is doing the job in
the two homes not just complying
with a provincial regulation, he said.

But prior to Thursday's meeting
county engineer Don Pletch asked to
make a presentation to the
agriculture, public works and seniors
committee and strongly objected to
council passing the motion they'd
earlier approved.
Pletch warned that by putting a
double line on a road in an area
inconsistent with the usual reasons
for having a double line, such as
approaching a curve or hill, drivers
could become confused and feel they
could ignore such road markings in
other areas. The county follows
provincial standards for centre-line
marking and speed limits, Pletch
said, and to be inconsistent with
those rules could make the county
liable for accidents elsewhere in the
county that resulted from confusion
because of the Turnberry Estates
marking.
"The cost of the line marking is
minor," Pletch told council, "but the
cost of future liability and litigation
could be substantial."
But Kelly worried that the county
could he blamed for an accident if it
didn't heed the complaints of local
residents, despite Pletch's assurances
that by sticking to provincial
protocol the county was covered
against liability. "I just pray there are
no accidents because the county
will he blamed for sure," she
warned.
Kelly tried to get permission from
the county for Morris-Turnberry to
hire a consultant to carry out a traffic
impact study in the area but several
councillors opposed that idea.
Ken Oke of South Huron said he
couldn't support such a motion
suggesting it was "a disgrace" for
council to commission a report from
..consultants when its own engineer
had already presented a report
opposing the changes.
That argument won over Bernie
MacLellan, councillor for Huron
East. 'A don't want to start second
guessing an employee who does his
job well," he said.
Asked how he felt about such a
report Pletch said he felt it was a
waste of time his spending two or
three days researching and writing a
report if council was going to then
hire a consultant. "I spent 26 years
on the consulting side," he said.
He warned that if council tries to
please every delegation with a
complaint it would mean
"engineering decisions by anybody
who lines up at the door."
Going away from accepted
procedures for line marking or speed
limits would set a precedent that
would open the door for everybody
arguing they had a special case, such
as those complaining about the noise
from rumble strips, he said.
That struck a cord with Rob
Morley of South Huron who gave
notice he is going to present a motion
next month requiring any delegation
wanting to change Huron's road
regulations to bring engineering and
legal documentation. He worried that
if ever Hwy. 21 was downloaded to
the county, council would be deluged
with requests for reduced speed
limits, lane marking and turning
lanes from residents of {he dozens of
cottage developments along the
highway.
In the end, councillors took no
action but they agreed that if Morris-
Turnberry wants to undertake its own
traffic impact study and present it to
the county, there's nothing the
county can do to stop the action. The
county wouldn't have to implement
recommendations, however.
