Budget mixed blessing for farmers
The Ontario budget announced
May 18 provided a combination of
good and .bad for Ontario farmers.
Ron Bonnet, OFA president, and Dr.
John FitzGibbon. chair of the
Ontario Farm Environmental
Coalition, both welcomed the
announcement of $20 million to help
farmers. comply with the Nutrient
Management Act.
Both farm leaders remain cautious
about the funding however.
"Farmers have no way of knowing if
it will be enough." said FitzGibbon.
"This leaves us uncertain of the
real value of the $20 million in terms
of helping farmers meet the costs of
compliance." added Bonnett.
Neil Vincent, Huron County
Federation of Agriculture president
echoed these sentiments, and added,
"Any cost-share program should
provide similar 'funding levels to
those farmers we are competing
with, and should look• at on-going
costs of compliance. and not just ini-
tial costs - we may have a cost share
program to build better manure stor-
ages, but farmers will continue to
pay additional taxes on these struc-
tures."
The OFA had asked the provincial
government to simplify the applica-
tion of its sales tax (PST) in the
farming sector. The McGuinty gov-
ernment responded with recognition
of the Farm Business Registration
OFA membership card for PST
exempt status. OFA will continue to
work with the government to expand
the list of exempt items to match the
list in other Canadian jurisdictions.
"OFA asked for changes to the
intergenerational land transfer tax on
farm sales, and Finance Minister
Sorbara confirmed that with his
budget document," Bennett
noted.
Farmers and rural residents of
Ontario will be paying increased
costs for health care as a result of the
budget. OFA will' continue with its
ongoing lobby to ensure rural hospi-
tals and health care facilities get a
fair share of this investment to fund
needed_ improvements, 4iiinnett
said.
