Expanding livestock operations of
150 animal units or more will need
nutrient management plans if local
municipalities adopt a model bylaw
passed by Huron County council,
Feb. 5.
The revised bylaw was proposed
to cover a gap caused by the
province's Nutrient Management
Act which overrules local bylaws.
The provincial legislation currently
affects only new and expanding live-
stock operations over 300 animal
units (about the equivalent of
manure created by one cow).
The earlier county model bylaw,
one of the first in the province,
included all operations over 150
units.
The revisions also change provi-
sions that were in conflict with the
provincial legislation. It's up to each
municipality to decide if it will
implement the proposal since only
lower-tier municipalities have the
jurisdiction over building permits
for expanding operations.
A local advisory committee has
also been set 'up to mediate com-
plaints about nutrient management
and offer advice.
The committee will include 12-14
