R. A. Finlayson, 'Who throughout
the summer had repaired and
improved his big brick block at the
corner of Campbell and Ross
streets, opened up a flour, feed and
produce business. Mr. Finlay stun
had previously been in busines for
13 years at Ledialsh, where 'he'
successfully, conducted a general
store.
Excavating was commenced for a
big garage which .Garfield Ostran-
der was having bulk just west of his
shop. The office, show room and
storage apartment were leased to
A. M. Crawford as Ford headquatt-

Due to the mail strike, I haven't
been following my usual custom of
reporting weekly tO the newspapers
in my riding while the Legislature
is in session.
Accordingly, I thought it approp-
riate to give a summary of the
Legislative highlights since the
post election session began on
October 2llth..
The Lieutenant Governor, Paul-
ine McGibbon„ read a brief 7 page
Throne Speech outlining action on
a number of election campaign
commitments. Fesentially the
speech promised breaks on resid-
ential mortgage rates, a rent
supplement program retroactive to
April 1 for senior citizens, assist-
ance to municipalities to establish
industrial parks, as well as, a
program retroactive to July 30,
1975 to protect tenants against
unjustified rent increases as well as
providing security of "tenure for
tenants_ , •
In, responding to the Federal
wage and price guidelines, Provin-
cial Treasurer Darciv MicKeroogh
said that the province is prepared
to , give Ottawa .,full control to
administer the program in Ontario_
This includes the wage demands of
teachers and even its own civil
.servants.
The Government introduced and
subsequently pasted legislation to
make mandatory the 'wearing of
automobile seat belts at of January
I. ,
There are exerroptiOns made for
inifants, people whop must get in and
out of cats often and those who
cannot wear the belts for medical
reasons.. Chief motivation for the
legislation is the suffering and
death resulting from automobile
accidents and the soaring hospital
.costs involved.. The Minister of
Health has, ettimatted the cost
saving in health costs alone

be SRO million per year.

reluctance about 'the measure_
The speed limit w ill be reduced
from 70 to 60 on expressways and
to 5 miles her hour on other
highways.. This will come into
effect as soon as new signs can be
erected, which will likely be within
a month..
The report of the Special
Program Review Committee head-
ed by Maxwell Henderson... fiiriner
Auditor General, has been tabled
in the Legislatu re. It contains a
dear warning that public spending
is out of control and makes 1
specirir recouirnendations for re-
straints,
It points out that the Ptoviinze's
cash deficit two years ago was SMS
Million. This year it is 51.9 billon
and next year's Ptojectine put it at
more than Sit.5 billion. The
messagein the report is loud and
dear. This just can't matinee.
