Before I get into )the actual .
essence of Bill C-62, I would like to
let you •know what the increases in
the Old Age SeCurity Pension and
Guaranteed Income Supplement
payments will be, effective in July. _.
al—Single, Old Age pensioner: • -
receiving basic Old Age ,Pension
and maximum Guaranteed Income
Supplement - total: $213.97 per
month. -
b) Married Couple: (Both Pen-
sioners) - receiving basic Old Age
pension and maximum Guaranteed.
Income, Supplement - total: (For,
both) '$408.20 per month.
In addition to this, the maximum
Guaranteed Income Supplement
for a single person, or married
person, whose spouse is not a
pensioner, will go up' in July to
$88.21 from its current $86.57: The
maximum supplement for a mar-
ried couple, both pensioners will
increase to $78.34 each from the
present $76.88. Added to the basic
pension, this will give each married
pensioner $204.10 Monthly.
I might mention here as' welt that
I have had a' few inquiries in the
past regarding identity cards • for
Old Age Pensioners. On June
16th, 1975 I believe it was, the
Prime Minister -of Canada present-
ed the first two Old Age Pension-
er's Identity .Cards to the Honour-
able Therese . Casgrain and to Mr.
Fred Wright a former oilfield
worker from Calgary. The brief
ceremony marked the issuance of
these cards to nearly two million
beneficiaries:.
These• cards are • to be sent
JUNE 1955
Grant Case, newly appointed
manager of the LucknoW, 'District
Co-operative, assumed 'his new
duties succeeding Jack McArthur.
Mr. Case was formerly of Zurich.
At• the regular meeting of the
Lucknow Fire Company the purch-
ase of a resuscitator was approved.
The equipment . was a combined
resuscitator-aspirator-inhalator.
The 108th anniversary of the
automatically within three months
to all Old Age Security recipients
65 years of age and over without
their having to apply. Health and
Welfare. Minister, Marc Lalonde
explained that these' identity cards
Will allow the bearer to benefit from
certain consumer discounts, reduc-
ed travel fares granted by local and
long distance carriers and Other
advantages accorded to the elderlSr.
I do feel that these Identity Cards
will be of great help to all recipients
of the Old Age pension.
Perhaps before continuing any
further, I might just let .' anyone
know that if, you wish to apply for
the Old Age Pension, applications
can be picked up at any Post Office
in Canada. I believe 'that the
application is contained in a
self-addressed envelope in which
you should return your application,
duly filled out. • However, if you
have any difficulty in obtaining an
application form because of the fact
that you cannot reach a Post Office,
then I would suggest that you write
directly to: T he Regional , Director
of Old Age Security, Department of
NatiOnal Health and Welfare, P. b.
Box 6000, Station "Q", Toronto,
Ontario, M4T 2P6.
If you wish to .apply for the
Guaranteed Income Supplement,
the same can be done in this case.
Now to the material contained in
Bill C-62, which received third
reading in the House Of Coinmons
on June 18th, 1975, and now just
has to await passage by the 'Senate
and Royal Assent to become law. I
will not go into the full ramifica-
tions of the Bill, but just try 'to
touch, upon certain areas that I
know will —be of interest to
everyone. The Bill will provide for
the payment of an income-tested
Spouse's Allowance, which at the
Maximum would be equal to the
Old Age Pension and Guaranteed
Income Supplement. This will'
applS, to persons aged 60 to 64 who
are married to Old Age Security
pensioners. We 'are hoping that
this provision will come into effect
by October 1st, of this. year. It is
estimated that between 65 and 90
thousand spouses will be eligible
for benefits under the new pro-
gram.
The purpose of this amendment
is to provide relief in situations
where two persons would otherwise
have to live on the pension of one.
The income needs of the other
groups such as singles, widows,
etcetera- are• beint examined under
the income support and supple-
mentation proposals of the Federal-
ProVincial Social Security Review.
It is hoped that agreement can be
reached to implement the income
support part of the system next
year.
I believe that thiS is the main
crux of the amendments to the Act.
However, there are many other
technical amendments as well.
Perhaps I might just remark' on
One here, that being, that the
Ashfield Presbyterian Church was
celebrated. The guest speaker was
Rev. W. A. Henderson of Walker-
ton. ,
The Progressive Conservative
Government of Premier Leslie
Frost rolled back into power in
another sweeping victory that gave
them 83 out of 98 seats in the
Legislature. In the sweep' John
Hanna of 'Wingham 'became a
five-time consecutive winner..
Omar Brooks of Dungannon was
appointed local agent for the
Massey-Harris-Ferguson Co. Ltd.
and opened his business in the
former Massey shop operated by
Jack Kilpatrick.
JUNE 1935
Dr. James Little of Kinloss who
had completed his studies at Dental
College in Toronto, was opening a
dental office in the Johnstone
Block.
The Lucknow Women's Institute
purchased a drinking fountain and
with the co-operation of the Village
Council was installed on the north
side bf main street just west of the
town bridge.
The 61st anniversary of St.
Peter's Anglican :Church 'was
observed.'. 'Their' annual garden
party , was held the following
Tuesday in the Caledonian Park.
Following the supper a '3-act
comedy was presented by the
Belgrave Dramatic Society,.
JUNE 1975

businessman, passed away at the
age of 55. Mr. Treleaven

Governor-in-Council would be giv=
en the authority to make regula-
tions 'whereby certain periodS of
absence from 'Canada may be
counted as, presence in Canada in
determining eligibility for Old Age
Security.
Mr. Lalonde, the Minister of
National Health and Welfare
stressed that' application forms
would be supplied to pensioners
who are presently in receipt of Old
Age Security and, Guaranteed
Income Supplement benefits. ,
However, I am sure -that if you' have
any questions in regard to the
above, if you write to the Regional
Director in Toronto, they will be
able to supply you with the proper
answers. On the other hand, if you
run into difficulty, please' do not
hesitate to contact me in due
course, by writing to me at: Room

mons, Ottawa, Ontario. K1A 0A6

information useful and informative.
