Oland Valley Conservation Authority
State Position Of Responsibility
Concerning Recent Flooding In Area
The Maitland Valley Conserva-
tion Authority Executive Commit-
tee- held a special meeting to
discuss and evaluate the recent
flooding in' the watershed. As a
result of this nieeting the Conser-
vation Authority would like to state
its pos.on of responsibility.
Too often an Authority is
criticized for not being in the right
place at the right time. It iS a
physical impossibility within a
1,000 square mile watershed for
our 'limited Authority staff to
participate in emergency opera-
tions. such as sandbagging. There
,are simply too, many vulnerable
areaS.
Our basic function in, emergency
Mod situations is one of communi-
cations. Flood warnings are
received from the Conservation
Authorities Branch of the Ministry.
of Natural Resources (Toronto).,
These warnings are based on
calculated snow melt and precipi-
tations values. Just exactly how
these' values translate into flood
conditions in any one segment of a
watershed cannot be determined
until actual flood monitoring com-
mences. By issuing warnings of
anticipated peak flows, local volun-
teer work forces who have been so
generous and co-operative in the
past, may channel their efforts to
suspected vulnerable areas such as
weak points in channel structures.
The Authority's primary respon-
sibility is for long term implemen-
tation of sound flood plain manage-
ment. This includes floodplain
mapping, protective zoning; and
strict enfordement of floodplain
regulations. In this manner, we are
attempting to reduce the potential
of property damage and loss of life.
As part of this management
program, we are requesting that
the rural municipalities also ap-
prove the completion of flood plain
mapping in each 'of their respective
municipalities this year:_..

Too often in the past Water
management projects have receiv-
ed funds for study but implement-
ation 'of these .projects has been
hampered by high costs and a
reluctmcs4m the part of provincial
and municipal governments to
follow through. We would hope
that after this year's spring flood
this prognosis will change, and that
the municipalities will provide the
support that the Authority requires
to obtain the provincial funding to
carry out the necessary programs.

telephone, exchange. Also effective
April 1st, Dungannon -subscribers
had the use' of Direct Distance
Dialing. Dungannon subscribers
could now call Lucknow,.Groderich,
Ripley, Bervie and Auburn with no
toll, charge.
The Huron and KinloSs Municip-
al Telephone System was laying
plans for Ripley dial phones.
Fire levelled the farm home of
Roy MacKay_of Ashfield TownShip.
It was believed to have started
from a spark from the chimney.

Mr., and Mrs. Ben Pearlman; who
had conducted this• business in
Lucknow for 21 years. he new
proprietor got possessio the end
of April. Wes had recentl old his
barber business' to Jack Campbell.
A feature of the High School
concert was the performance of the
student band,' which' had been just
recently organized by Mr., P. W.
Hoag of the High School staff.
Members of the band by sections
were: cornets, Everett Lane, Bill
Chin, Jack Treleaven, John Crisp-
in; bass, Ge6rge Crispin, Ivan

On Tueday, April 22nd the 1st
Lucknow Brownie Pack held their
regular meeting.
Brown Owl collected record
books to check while Snowy Owl
explained to the Brownies how they
should mark their account books for,
the Thrift Badge.
Tawny Owl watched a puppet
show put on by Anne Hamilton and
Shirley Loree for the Pack. This is
for the Puppeteer Badge.
The Brownies then went shop-
ping with Brown Owl, Tawny Owl
and Packie. They were spending
the money they had earned and
saved towards their Thrift Badge.
Aft'er the shopping was completed
Sharon Struthers ran an errand
while the rest, of the Pack returned
to the Town. Hall. •
Packie conducted a ball game,
"Sleepy and Dopey". The meeting
closed with Taps.
