selected by the ministry of ed-
ucatiOn for the ban when, it is
a , provincial project, Ontario

critical shortage ,of classroom
space throughout the county:
Only two boards in the area
have had all capital grants
stopped for 1975 — Bruce
and the - Oxford separate .
school board.
Trustee George Loucks of
Olie,sley suggested one reason
for the stoppages: '"Would it
have anything • .to do with
good, safe Conservative
spats?"
The two provincial ridings'
in Bruce both returned Liber-
al members in the last elec-
tion.

The ministry's decision has;
". . really put the Bruce
county board on the hot seat,"
said Thomas Lambert of Kin-
cardine, the board's vice-
'chairman.
The board had $4.3 million
in capital projects proposed
for this year. The ban means
there will be 31 or 32 tempo-
rary classrooms required in
September.
Superintendent C. B. Boom-
er described some of the prob-
lems that.pOrtable classrooms
can not solve the extra
stress put on other school fa-
cilities not incorporated in the
portables.
Mr. Bearer cited toilet fa-
cilities in a school built' for
.400, but now serving more
thdri 600 pupils with portable
classrooms. Be said that the
overworked washrooms have
"lineups like we saw at
EXpo."
Director of education John
Bowers said the present meth-
od, of capital grant allocation
is not working.' The school
boards `submit their needs but
then the liaison stops.
"The 'present system oL of-
ficials in the regional office in
Kitchener and the ministry of-
lice in Toronto jointly decid-
ing without involvement of ,the
most affected third party, the
board, is just not good enough
today."
Mr. Bowers pointed out the
acute' needs of Bruce because
of Ontario Hydro's projects
with the resultant population
growth? He wondered why
three provincial ministries,
energy, housing and education
have not developed a
co-operative approach to
meeting the needs resulting
from Douglas Point develop-
ment.
"As these three ministries
are under provincial, control,
such co-operation should not
be difficult to achieve," he
said.
When the Bruce board sub-
mitted the documentation for
1975 construction needs last
October, the fact that a per-

tentage of the students would
be' connected with the tempo-
rary work force and. would ,not
•rquire permanent accommo-
dation was taken into con-
sideration.
Neither the Kitchener office
• nor the office of the ministry
at Toronto has discussed the
forecast with the board since
the submission was made last
fall. ,
Two new schools will be
completed. for next term,., a
high school at Port Elgin and •
an elementary schOel at Kin-
cardine. Despite the added
class space, crowding in
Schools along Lake Huron . is
expected to be even greater
after September.,
The board, in its forecast,
had figured on a substantial
addition to the high. school and
'construction of a* school for
the 'retarded . at Kincardine.
Additions . .or changes were
also slated for high schools at
• Walkerton, Chesley and Wiar-
ton and elementary schools at
Walkerton, 'I'eeswater and Ti-
verton,
It 'had been proposed to also
put tip pernianent facilities. at
the board'S Outdoor Educa-
tion Centre in Amabel Town-
ship.

Purple Grove
Women's Institute
Mrs. Harvey Needham was
hostess for, the March meeting 'of
Purple Grove Women's Institute on
Wednesday afternoon with four-
teen members and two visitors
present. The presidents Mrs. E.
Elliott welcomed everyone and the
meeting 'opened with the Ode and
Collect. Mrs. Francis Boyle read
the scripture. Roll call was
answered with a picture of an old
building or implement. The
minutes of the last meeting were
read' and approved and the
treasurer's report was given.
A collection was taken for ,the
Mental Health Association.
A card party will be held in the
Community. Centre.
Mrs. Don ,Robertson gave the
motto "A'busy Mind is never a
bored one". A' demonstration on
the right way to use and apply
make up was done by Mrs. Don
Dore. She ',vas 'thanked by Mrs.
Arnold and presented with a gift.
Mrs. Wm. Arnold was the
program convener and had every-
one join in singing 'The Maple Leaf
Forever'. Old newspapers' were
passed around and each one read
an item cif • interest including
advertisements from the past.,
Mrs. Arnold had a contest "True or
False" pertaining to the history of
Purple Grove. Mrs. Harvey
Needham read a poem, The
Pioneer. . A word game was
conducted • by Mrs. Elliott.
The meeting closed with Queen
and Grace and a lovely lunch was
served by the hostess and lunch
committee, Mrs. Don 'McCosh and
Mrs. Morforci Mackay.
