Morris holds meeting to discuss plan amendment Morris Twp. held a public meeting as part of their Nov. 21 meeting for an amendment to the official plan. The purpose was to allow the sev­ erance of one residence on a parcel of 21 hectares or more where there are two permanent residences which were in existence prior to June 5, 1986. Jennifer Ball of the county plan­ ning department presented two rec­ ommendations. Council could review the properties eligible for severance due to the proposed offi­ cial plan amendment, and that the date for construction remain June 5, 1986 as only four residences are affected by using that date. There were no comments from the floor or council. The meeting results are to be for­ warded to the planning committee for consideration. If the committee deems the application appropriate it will recommend approval. This is followed by a 20-day appeal period. In regular business council had no objections to a consent application for Wm. Humphries in McKillop Twp. There were also no objections to the consent application for Maple Ridge Beef Farms at Lot 5, Cone. 4. Clerk-Treasurer Nancy Michie will attend the Forward Focus con­ ference in London, Dec. 8. A grant of $300 was approved for Bluevale Hall. The request for repairs to the Mustard drain were accepted. A bylaw passed authorizing the final assessments for the Bowes and Cockerline municipal drains. Council went into closed session to discuss matters of property issue and personal matters Following this a preliminary report for the proposed municipal drain at Lot 13, 14, Cone. 5 was reviewed. The county undertook the project for construction. A formal agreement will be required for the county and landowners. Ron Vercruyssen expressed con­ cern about water flowing easterly on his lot. Jeff Dickson said he would look into this and if there was a prob­ lem it would be corrected by the county. Wayne Fear said they would let the township know how to divide costs for the preliminary report. Wayne and Barb Fear and Clarence and Jane White signed an official withdrawal from the petition. In his report to council, Building Official Paul Josling advised that the Community Living proposal at 27 Brandon St. is in conformity to the township zoning bylaw. The proper­ ty has been inspected by the Wingham Fire Department. Josling will do a final inspection and there will have to be an annual fire inspection. Council entered into a second closed session for issues of a “per­ sonal nature”. It was approved by motion that Keith Johnston, newly elected mayor for the municipality of Morris- Tumberry take a preliminary oath on Dec. 4, in lieu of Nov. 28 due to the direction of the restructuring order and recommendation from the Ministry of Municipal Affairs. The inaugural meeting for Morris- Tumberry will be held on Jan. 2 at 5:30 .p.m. for oaths, appointments, pay roll accounts and dinner, fol­ lowed by the regular business meet­ ing, Jan. 9. Roy Aitcheson, RR2, Blyth has been hired as snowplow operator/casual labourer for the win­ ter. A third closed session followed for purpose of discussion regarding potential litigation. Reeve Bert Elliott presented a con­ cern of Peter Dorsch, Lot 16, Cone. 3 concerning topsoil required on the sideroad adjacent to the prop­ erty. Wingham ambulance to remain at hospital By Jim Brown Wingham Advance-Times Howick Twp. Reeve Norm Fairies informed the Wingham and District Hospital board of governors at the November meeting that ambulances in Wingham will be staying at the hospital. He noted that Huron County council’s administration, finance and personnel committee is propos­ ing a five-year lease at the hospital site, with minor site improvements required. However, the lease is to be voted by the county at its meeting tomor­ row, Thursday, in Goderich. Fairies added the number of full- time ambulance staff would increase from 31 to 72, with fewer part-time personnel. He indicated this will be a big change for the staff as they will be just a small group working for the County of Huron. The county takes over ambulance service, which has been downloaded from the province, on Jan. 1. According to Fairies, there will be four sites within the county. As well as Wingham, ambulance bases also will be located in Goderich, possibly at the hospital; a site halfway between Clinton and Seaforth and the existing Dashwood and Zurich bases will be consolidated to one around Exeter. There will still be the same amount of ambulances and staff available at any one time, Fairies assured the board. Although there are some concerns regarding the boundary areas, Fairies said as long as the north end of the county continues to have cov­ erage out of Palmerston and Listowel, he had no problem with it. He indicated Huron is a rural area so the per capita would be higher as there is no large urban centre to help cut down on travel costs. Ambulances will continue to be dispatched from London and the base hospital will still be Owen Sound.
